The Nigerian State is a victim of high-level corruption, bad governance, political instability and a cyclical legitimacy crisis. Consequently, national development is retarded, and the political environment uncertain. The country’s authoritarian leadership faced a legitimacy crisis, political intrigues, in an ethnically - differentiated polity, where ethnic competition for resources drove much of the pervasive corruption and profligacy. While the political gladiators constantly manipulated the people and the political processes to advance their own selfish agenda, the society remained pauperized, and the people wallowed in abject poverty. The genocide in Darfur, Sudan, is perhaps the worst human rights crisis of the new century. This article examines the failures of the international response so far, and offers a solution based on international human rights law.
Conducting an in-depth study of the Darfur genocide, and also discussing other genocides, the Article details the inadequacy of many of the international community's response to genocides, including “targeted sanctions” or international peacekeeping forces.
The Article then examines international legal authorities such as the Genocide Convention, the Universal Declaration of Human Rights, and the International Court of Justice, and demonstrates that groups which …

From the early 1980s to the present, neo-liberal doctrine has called for governmental policies of privatization, funding cutbacks, and deregulation of public health and other domestic social programs in the belief that the market can best organize and distribute crucial societal services rather than the public sector. Proponents of a neoliberal and deregulatory mixed approach of command and control and self-regulation argue this approach provides the most adequate means to conduct regulation in the legalistic and adversarial United States regulatory process. President George W. Bush's "60 Stops in 60 Days" Social Security reform tour provides a best-test case study of high transparency where presidential persuasion, public opinion, and member self-interests clash amid continual media coverage. Whereas most research is limited to roll call voting, this study provides a thorough and unprecedented examination of representative attendance and position-taking by introducing a new unit of analysis -- the presidential stop. I focus on Republican Senators who are cross-pressured between growing negative public opinion and loyalty to the president. Since the mid-1980s, U.S. tobacco policy has been an intense and acrimonious issue between antitobacco advocates and the tobacco industry. In the United States, the tobacco industry has responded to heightened state antitobacco litigation, adverse public opinion, and public health advocacy by aggressively mobilizing against tobacco taxes and regulations. This article examines whether these tobacco policy trends can be generalized to punctuated equilibrium theory ideas that policy monopolies are stable over long periods and usually change because of sharp and short-term exogenous shocks to the policy system. Worldviews emerge from our individual and collective Levels of Consciousness at given points in time and space and from what we come to “believe” is possible or not. In my own experience, my research on Consciousness, and my study of various cultures, societies, and Consciousness literature, I have identified at least seven Levels of Consciousness, twenty-five Archetypal Energies, and various Earth Lessons, which we seem to commonly experience as human beings, in our own unique personal, societal, and global life spaces.

Over the past fifteen years Mexico has developed a string of comprehensive animal protection regulations designed to address the serious problems that affect both wild and domestic animals in the territory. Yet for all their detailed coherence and despite serious government efforts, the regulations continue to lack effective enforcement and authorities are increasingly overstretched. This study discusses three key areas that obstruct the effective implementation of Mexican animal protection policy, but where advances could be feasibly initiated. The first concerns deficiencies at the political level. The second addresses the awkward relation between government and civil society on the issue. The …

Feudal European political-economic institutions included a self-sufficient manor with very little market exchange, barter rather than money, and production motivated only by the need of the manor rather than a profit. All of these institutions meant that a business cycle was impossible, though there were many other problems. Capitalist institutions include production only for market exchange, a monetary economy, and production motivated only by profit. All of these institutions make possible the business cycle--since a contraction may occur if there is insufficient monetary demand to buy the supply at a price including a profit.
