Can Deliberative Democracy Work In Hierarchical Organizations?, Jason Pierce, Grant Neeley, Jeffrey Budziak

Some measure of equality is necessary for deliberative democracy to work well, yet empirical scholarship consistently points to the deleterious effect that hierarchy and inequalities of epistemological authority have on deliberation. This article tests whether real-world deliberative forums can overcome these challenges. Contrary to skeptics, it concludes that the act of deliberation itself and the presence of trained moderators ameliorate inequalities of epistemological authority, thus rendering deliberative democracy possible, even within hierarchical organizations.

In recent years a growing number of democratic theorists have proposed ways to increase citizen engagement, while channeling those democratic energies in positive directions and away from systematic marginalization, exclusion and intolerance. One novel answer is provided by a strain of democratic theory known as agonistic pluralism, which valorizes adversarial engagement and recognizes the marginalizing tendencies implicit in drives to consensus and stability. However, the divergences between competing variants of agonistic pluralism remain largely underdeveloped or unrecognized. The status of citizenship and the rights extended to non-citizens are among the most contentious and hotly-debated political issues in numerous Western polities. Some scholars, most notably Seyla Benhabib, have deemed the contemporary changes a ‘disaggregation of rights claims’, in which the interplay between ideals of particularism and universalism lead to an ‘unbundling’ of civil, political, and social rights with formal national membership. Yet this theoretical framing harbors deficiencies which complicate our understanding of the contemporary politics of immigration.
