In Search Of Standards For The Operation Of Small Satellites, Jeremy Straub
In Search Of Standards For The Operation Of Small Satellites, Jeremy Straub
Jeremy Straub
This paper considers the need for standards for the operations of small spacecraft. First, it considers a definition for what a small spacecraft is and discusses the elusiveness of this definition. Then, the paper turns to the ‘large space’ community and it examines their fears about small spacecraft as well as the operating paradigms that they are used to and how these drive their expectations for the operations of small spacecraft. Next, a prospective composition for a preliminary set of operating standards is discussed. Finally, a discussion of the benefits of standardization and what the different communities could expect to …
The Path To Regulation Of Small Unmanned Aerial Vehicles In The United States, Jeremy Straub, Joe Vacek
The Path To Regulation Of Small Unmanned Aerial Vehicles In The United States, Jeremy Straub, Joe Vacek
Jeremy Straub
This poster presents an overview of proposed regulations that are presented in [1] related to a re-vised approach to small Unmanned Aerial Vehicles (UAV) regulation in the United States. Prospective strategies for enhancing UAV regulation are consid-ered as is the pathway to develop and implement these regulations. The benefits of changing the UAV regulatory regime are discussed, on both a user/prospective user and societal scale.
An Affordable Model For Enduring Iss Mission Operations With Increased Scientific Productivity, Donovan Torgerson, Josh Berk, Jeremy Straub, Anders Nervold
An Affordable Model For Enduring Iss Mission Operations With Increased Scientific Productivity, Donovan Torgerson, Josh Berk, Jeremy Straub, Anders Nervold
Jeremy Straub
The current model of operations for the International Space Station (ISS) is an exercise in futility. Persistent maintenance, risk aversion, high ground support and logistics costs and a lack of scientific productivity have rendered the world's most expensive laboratory severely underutilized.
An alternate management paradigm for ISS operations, based upon an approach utilized by national, state and local governments for the maintenance of public infrastructure (e.g., roadways) is presented. These governments, instead of trying to become experts at estimating the costs of, planning for and conducting repairs and upkeep on this infrastructure, instead hire a commercial vendor to perform these …
A Federalist George W. Bush And An Anti-Federalist Barack Obama? The Irony And Paradoxes Behind Republican And Democratic Administration Drug Policies, José Villalobos
A Federalist George W. Bush And An Anti-Federalist Barack Obama? The Irony And Paradoxes Behind Republican And Democratic Administration Drug Policies, José Villalobos
José D. Villalobos
During President George W. Bush’s tenure in the White House, his administration stood clearly against state-level efforts in California and elsewhere to decriminalize soft drugs. Despite his loyalty to smaller government values and state sovereignty on other issues, the prospect of state-level drug decriminalization led Bush to pursue federal means of enforcing anti-drug laws. Years later, President Barack Obama, though known for his reputation as a federalist, shifted power over drug policy enforcement more towards the state level as a means to allow certain states to enact drug decriminalization policies at their will, particularly with respect to medicinal marijuana. The …
Do We Have An Itar Problem: A Review Of The Implications Of Itar And Title Vii On Small Satellite Programs, Jeremy Straub, Joe Vacek
Do We Have An Itar Problem: A Review Of The Implications Of Itar And Title Vii On Small Satellite Programs, Jeremy Straub, Joe Vacek
Jeremy Straub
The small satellite space certainly falls within the realm of ITAR considerations. Some programs operate under the (perhaps mistaken) belief that ITAR doesn’t apply to them (or that they will never be caught). Others may assert that they are working under the basic research exemption. Still others have implemented ITAR information and facility access controls. At best, ITAR introduces a level of uncertainty regarding small satellite programs; at worst, it may be a predator lurking in the proverbial ‘tall grass’ waiting to pounce. This paper reviews the current state of ITAR legislation (including efforts to reform and revise the law) …
Stemsat: An Iss Cubesat Program Based On Spare Parts, Anders Nervold, Josh Berk, Jeremy Straub
Stemsat: An Iss Cubesat Program Based On Spare Parts, Anders Nervold, Josh Berk, Jeremy Straub
Jeremy Straub
With the national government’s focus on driving STEM-education, it is important to provide hands-on ave-nues where students can engage with, and accumulate ex-perience working directly with projects within their fields of interest. The Student Technology Emersion Satellite (STEMSat), provides an avenue for students to become in-volved in CubeSat design and development with only mi-nor hardware and monetary resources, and without being dependent on a launch.
STEMSats are CubeSat satellites that are created from spare parts, residual tools and equipment, obsolete mate-rials, and other types of trash aboard the ISS. A list of all the excess items available for such a …

Wie Verändert Das Internet Die Demokratie?, Ralf Lindner
Ralf Lindner

Manager-In-Chief: Applying Public Management Theory To Examine White House Chief Of Staff Performance, David B. Cohen, Justin S. Vaughn, José D. Villalobos
José D. Villalobos
In an effort to examine the causal determinants of performance dynamics for the administrative presidency, we apply empirical public management theory to White House administration to explain managerial performance. Utilizing original survey data that measures the perceptions of former officials from the Reagan, George H.W. Bush, and Clinton administrations, we conduct quantitative analyses to determine the extent to which a chief of staff’s background, relationship with the president, and internal as well as external management approaches shape overall perceptions of White House administrative efforts. We find that managerial dimensions matter considerably when explaining the dynamics of White House organizational performance.

Sitting With Oprah, Dancing With Ellen: Presidents, Daytime Television, And Soft News, José D. Villalobos
José D. Villalobos
On July 29, 2010, President Barack Obama took to the air on "The View" to talk politics, policy, and family. Pundits billed the visit as the first time a sitting U.S. president appeared in a daytime television program. The telecast drew about 6.7 million viewers, the highest rating ever for the show, and garnered the largest number of women viewers in 17 months. However, whether and to what extent Obama succeeded in getting his message out and endearing himself to female voters remains an open question that merits further scholarly inquiry. In this chapter, I put Obama’s visit to "The …
The Policy Czar Debate, Justin S. Vaughn, José D. Villalobos
The Policy Czar Debate, Justin S. Vaughn, José D. Villalobos
José D. Villalobos
Presidential policy czars have been an important and powerful component of President Barack Obama’s approach to management and leadership in the first part of his time in office. By using czars, the President has been able to demonstrate the importance of policy issues, both to his own agenda and to the broader political system. In this chapter, we find that performance outcomes for these czars have been a mixed bag, with as many stories of success to report as tales of frustration and failure. As such, we posit that the cost of czars, in political and organizational terms, has outweighed …

Broadening Participation Through E-Petitions? An Empirical Study Of Petitions To The German Parliament, Ralf Lindner
Broadening Participation Through E-Petitions? An Empirical Study Of Petitions To The German Parliament, Ralf Lindner
Ralf Lindner
Petitioning is a well established form of political participation in most liberal democracies, but little is known about petitioners, their socio-demographics, motivations and assessments of petitioning processes. In 2005, the German parliament introduced public e-petitions which are submitted, signed and discussed on the Internet. This article reports a 2007 survey of 571 traditional and 350 e-petitioners. The results indicate that both petitioner samples are characterised by an above average level of general political participation and Internet use. Users of the e-petition system are younger than traditional petitioners, but the group continues to be dominated by men and those with higher …

This Article analyzes the development and dissemination of environmentally sound technologies that can address climate change. Climate change poses catastrophic health and security risks on a global scale. Universities, individual innovators, private firms, civil society, governments, and the United Nations can unite in the common goal to address climate change. This Article recommends means by which legal, scientific, engineering, and a host of other public and private actors can bring environmentally sound innovation into widespread use to achieve sustainable development. In particular, universities can facilitate this collaboration by fostering global innovation and diffusion networks.

Mother Earth "Speaks": Change Yourself, Change The World, Use The Archetypal Energy "Harmony" As A Guide, Carroy U. Ferguson
Carroy U "Cuf" Ferguson, Ph.D.
In relation to the Cosmos, we all, as human beings, live on this tiny planet we call Earth, a planet that supports and sustains life, as we know it. There are many different kinds of people, plants, and animals functioning in harmony with soil, air, and water--all linked to one another in a complex web of life to form one Earth community. Unfortunately, we often take this miracle and ecosystem of life for granted. When, however, we take the ecosystem of life too much for granted, Mother Earth "speaks," reflecting imbalances and dis-harmonies. When Mother Earth "speaks," her message is …
Primitive Accumulation And Re-Appropriation Of The Information Commons, Wilhelm Peekhaus
Primitive Accumulation And Re-Appropriation Of The Information Commons, Wilhelm Peekhaus
Wilhelm Peekhaus
This paper suggests that LIS might benefit from critical political economy as a way of theorizing and responding to enclosures of information commons. The autonomist Marxist re-invigoration of ‘primitive accumulation’ offers a register for apprehending contemporary erosions of the commons. Autonomist Marxism also helps conceptualize resistance to enclosures.

Rising Temperatures: Rising Tides, Prof. Elizabeth Burleson
Prof. Elizabeth Burleson
Transboundary environmental problems do not distinguish between political boundaries. Global warming is expected to cause thermal expansion of water and melt glaciers. Both are predicted to lead to a rise in sea level. We must enlarge our paradigms to encompass a global reality and reliance upon global participation.
