The Indigenous people of Europe known as the Sami, (also spelled Saami) many of whom live throughout the world, have continued to maintain active nomadic communities today as their ancestors did. A wide spanning region of Northern Europe’s Arctic Zone or Sampi often referred to as Fennoscandia, encompasses four countries, Norway, Sweden, Finland, and Russia’s Kola Peninsula (Roland & Löffler, 2012). Brunei Darussalam's national vision, WAWASAN 2035, sets forth ambitious goals for the nation's development, emphasizing a centralized governance paradigm. However, the potential of decentralized governance, as exemplified by China's mayor-led districts, offers a compelling model for achieving national aspirations. This research explores the feasibility and potential benefits of introducing mayors in Brunei's districts, drawing insights from China's successful decentralized governance structure. This study aims to explore image building activities carried out by France on European security through educational programs for military officers. In this education, military officers were envoys of various friendly countries of France. This article discusses how to deal with secrecy and limited access in ethnographically inspired research of security fields. Drawing inspiration from recent debates about secrecy in Critical Security Research and from Franz Kafka’s The Castle, we propose to treat access limitations and the secrecy we encounter as methodological tools that provide insights into social relations and power structures of security fields. We develop the argument in two steps. First, we argue for a more fine-grained taxonomy of secrecy, that allows to distinguish between mystery, concealment and the relational dimension of secrecy. This paper briefly explains Slaughter's (2004) argument for the emergence of a new world order defined by a disaggregated and networked state where the relevance of soft power has become all the more critical in conversations of politics and corresponding theory. This transformation (arising in the face of the so-called 'globalization paradox') is considered, exploring (a) what this means for the world system and (b) what concerns it may consequently bring.

Pinpointing Patterns Of Violence: A Comparative Genocide Studies Approach To Violence Escalation In The Ukrainian Holodomor, Kristina Hook
Genocide Studies and Prevention: An International Journal
This article utilizes the case study of the 1930s Ukrainian Holodomor, an artificially induced famine under Joseph Stalin, to advance comparative genocide studies debates regarding the nature, onset, and prevention of large-scale violence. Fieldwide debates question how to 1) distinguish genocide from other forms of large-scale violence and 2) trace genocides as unfolding processes, rather than crescendoing events. To circumvent unproductive definitional arguments, methodologies that track large-scale violence according to numerically-based thresholds have substituted for dynamics-based analyses. Able to address aspects of the genocide puzzle, these methodologies struggle to incorporate cross-cultural contextual variation or elicit ripe moments for specific, real-time …

When studying local state building this article addresses the questions how does state led conflict mitigation in post conflict Rwanda work? How is it experienced by the citizens in terms of participation, accountability and local state legitimacy? Theoretically, the study engages with literature on state-building, state society relations and local conflict mitigation. The study’s findings have indicated that the citizens’ contribution to local state-building was still modest due to low motivation among the citizens involved in the conflict mitigation process due to insufficient resources and infrastructure in the conflict mitigation process, despite the fact that the state has granted legal …

This article examines Scandinavian donor practices in Bosnia-Herzegovina (BiH) with regards to post-conflict justice activities. BiH has been a laboratory of reconstruction, peace-building and transitional justice processes since the end of the war in 1995. While issues related to rebuilding and developing war-torn societies and their economies have attracted extensive scholarly attention, the question of international aid practices in transitional justice contexts remains widely understudied. What are the cross-cultural experiences of Saudi sojourners studying in the United States that lead to intrapersonal identity conflict? Sojourner identity conflict is a foundational issue in culture shock and can promote or limit positive relationships between Saudi and American students. It is important to study Saudi sojourners’ cultural backgrounds and the factors that inhibit or promote assimilation into their host culture to ensure the success of cultural exchange through providing data needed to learn how to best ameliorate the dissonance caused by identity conflict. Rethinking Baloch Secularism: What The Data Say, C. Christine Fair, Ali Hamza
Peace and Conflict Studies
Since 1947, Baloch have resisted inclusion into the Pakistan and have waged several waves of ethno-nationalist insurgency against the state. Scholars and Baloch nationalist leaders alike generally assert that Baloch are more secular than other Pakistanis, more opposed to the political Islamist policies pursued by the state, and less supportive of Islamist militancy in the country. However, these claims lack empirical support. We employ data derived from a large national survey of Pakistanis from 2012 to evaluate these conventional wisdoms. Contrary to claims in the literature, we find that Baloch resemble Pakistanis generally with few important exceptions.

This paper uses the concepts of ethnosphere and ethnodiversity to frame the stakes of cultural genocide in the context of the emerging global society. We are in an era of rapid global ethnodiversity loss. Global ethnodiversity is important because different cultures produce different solutions to the subjective and objective problems of human society, and because cultures have an intrinsic value. This paper argues that geo-political negotiators must separate domestic issues from their calculations and consider only strategic goals and international concerns when working through issues with other global leaders. The impetus for this paper is a recent poll that shows that 52% of Americans want to bomb Iran, apparently without considering the consequences. I will give some history, present some recent cases and attempt to create a mechanism for separating international and domestic issues to relieve a source of pressure on negotiators.

George Kohlrieser is a professor of leadership and organizational behavior, psychologist, and veteran hostage negotiator. In his book Hostage at the Table, he contends that conflict resolution is not difficult if we understand how human self-esteem operates. The recent migration wave to Europe from the Arab world thrusts to the fore for serious discourse, an issue the world has hitherto shied away from: the gradual Islamization of the world beginning with the west. The issue is not the Islamic faith itself. Certain elements of the faithful are imbued with hegemonic-domination tendencies marked by the excessive obsession to obliterate others’ cultures. This paper views the Euro/West-ward movement of the Muslim Arab refugees/migrants as a grand strategy for the Islamization agenda; the smuggled Islamists militias are its foot-soldiers. The West needs to interrogate its overextended human rights regimes.

The Ombatse Crisis In Nigeria: Background, Recent Developments And Possible Solutions, Simeon Onyemachi Hilary Alozieuwa Ph.D.

This paper focuses on the hegemonic politics between the Eggon and Hausa/Fulani ethnic groups in Nasarawa, North-Central Nigeria, which eventually erupted into the Ombatse crisis of May 2013- a precursor to the 2015 general elections. It addresses four research questions seeking to unravel whether or not: (1a) the crisis truly reflects a spiritual revivalist agenda as projected by the Ombatse promoters or merely espouses Eggon rejection of Muslim-Hausa/Fulani ethnic hegemony- mirroring broadly the identity, hegemonic and exclusionary politics in the area cum the larger Nigerian society;(b) the Eggon-Hausa-Fulani feud has the potential to exacerbate the sectarian strife in Nigeria’s northern …
