Tras el match electoral que supuso un revés para el gobierno nacional, ya circula la tentación de definir los candidatos presidenciales. Pero claro, todos las fuerzas que aspiren al poder en el 2015 tienen el desafío de ser sustentables por 18 meses. Esto es toda una panacea para la política argentina.

¿Cuántos de ellos tienen las capacidades para hacerlo? En este articulo, nos centramos en la larga marcha que deberán hacer los presidenciables. Haciendo un balance de su posición actual, sus ventajas comparativas y los desafíos a futuro.

Obwohl seit dem Aufstieg des Internets zum Massenmedium in den 1990er Jahren Ernüchterung über die Demokratisierungswirkung der neuen Medien eingetreten ist, werden regelmäßig weitreichende Erwartungen über der politische Transformationspotenzial des Internets formuliert. So wird häufig postuliert, dass das Internet demokratische Politik über kurz oder lang fundamental verändern werde, indem universeller Informationszugang ermöglicht, etablierte Machtstrukturen unterminiert und politische Partizipation gesteigert werde. Der Beitrag erörtert zunächst die Hintergründe für populäre Fehlschlüsse, die die Debatte um elektronische Demokratie begleiten. Radiography To The Chilean Human Rights Institution: Between Law And Politics, Sergio Verdugo Sverdugor@Udd.Cl, José Francisco Garía

The article examines the fundamental recommendations for the national human rights institutions (NHRI) to function with proper autonomy against the state and, also, against NGOs that try to capture the commission´s agenda. The authors analyse the institutional design of the Chilean Human Rights Institution (INDH) and evaluates the profile and the nomination process of its membership. The paper provides evidence that demonstrates that the INDH´s research agenda is associated with a partial political view. Then, the authors suggest certain changes to strengthen the independence of the INDH.

Broadening Participation Through E-Petitions? An Empirical Study Of Petitions To The German Parliament, Ralf Lindner

Petitioning is a well established form of political participation in most liberal democracies, but little is known about petitioners, their socio-demographics, motivations and assessments of petitioning processes. In 2005, the German parliament introduced public e-petitions which are submitted, signed and discussed on the Internet. This article reports a 2007 survey of 571 traditional and 350 e-petitioners. The results indicate that both petitioner samples are characterised by an above average level of general political participation and Internet use. Users of the e-petition system are younger than traditional petitioners, but the group continues to be dominated by men and those with higher …

EXECUTIVE SUMMARY • Oklahoma’s 1987 Smoking In Public Places Act required the inclusion of smoking sections in restaurants and pre-empted more stringent local anti-tobacco laws with state regulations. • With the 2001 arrival of an aggressive new Commissioner of Health, Dr. Leslie Beitsch, the tide turned with new legislation (Senate Joint Resolution 21 in 2003) that prohibited smoking inside public places and restaurants were allowed to build separately-ventilated “smoking rooms.” • In 2004, State Question 713 increased the cigarette tax by 80 cents per package. • Dr. Beitsch resigned in 2003 and since that time, efforts toward clean air have …

Since the 1950s, despite considerable and long-term tobacco industry and government efforts, attempts to develop a less risky cigarette that reduces harmful ingredients, generally or specifically, have failed. Moreover, even under ideal conditions with adequate scientific testing, the efficacy of purportedly reducing the severe health effects cannot be scientifically verified for up to 20 years after the introduction of a product on the market. A key and central provision in the 2009 U.S. Food and Drug Administration (FDA) legislation is to reduce the risk or harm of cigarettes. Scholars in tobacco control have utilized a social construction approach to test and explain tobacco control policy and advocacy. Some recent tobacco control policy research has contended that Philip Morris's support of the U.S. Food and Drug Administration (FDA) regulation of tobacco (including purportedly reducing the harm of cigarettes) is to obtain the social construction goal of a socially responsible company. However, the primary motivation for Philip Morris's support of proposed FDA regulation and harm reduction for cigarettes was to maintain the company's market stability and profitability implemented by U.S. political process and institutions. Climate change poses catastrophic health and security risks on a global scale. Universities, individual innovators, private firms, civil society, governments, and the United Nations can unite in the common goal to address climate change. This Article recommends means by which legal, scientific, engineering, and a host of other public and private actors can bring environmentally sound innovation into widespread use to achieve sustainable development. In particular, universities can facilitate this collaboration by fostering global innovation and diffusion networks.

The offer of amnesty to militants in the Niger Delta region of Nigeria was premised on the assumption that it would engender an enabling environment for meaningful development of the area. This paper seeks to project into the problems that may likely jeopardize this assumption. It identifies the windows of opportunity for a lasting peace in the region but expresses doubts about positive change in the character of the Nigerian State. As privatized state, political actors exploit the state to pursue personal and parochial interests rather than implementation of policies aimed at improving the development of the Niger Delta area.

From the early 1980s to the present, neo-liberal doctrine has called for governmental policies of privatization, funding cutbacks, and deregulation of public health and other domestic social programs in the belief that the market can best organize and distribute crucial societal services rather than the public sector.
