The judicialization of politics has been an ongoing and expanding global phenomenon for decades. In Kenya, the record number of cases brought before courts prior to and following the 2017 elections is evidence of the continued growth and spread of the judicialization of politics, and more specifically elections; it is also the result of Kenya’s 2010 Constitution, which introduced a new form of governance, expanded the number of elective seats and mandated judicial and electoral reforms. Conscience voting in the New Zealand House of Representatives offers a unique opportunity to assess Sam Peltzman’s ‘Principal-Agent Theory’ as outlined in his 1984 paper, Constituent Interest and Congressional Voting.

This thesis begins with a brief assessment of the principal-agent model (and other literature regarding parliamentary representation) before looking at the New Zealand Parliamentary system and the phenomenon of private member’s bills and how they aid the legislative process. This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

Untested rape kits sit in crime labs, hospitals, evidence lockers, or storage facilities untouched. In the worst-case scenarios, rape kits have been thrown out of police storage before the statute of limitations had expired. A major public policy problem is developing as these kits stack up and create a backlog. The primary problem with the rape kit backlog is that all victims are not receiving justice. To solve the problem, the backlog of rape kits needs further exploration and analysis. Women are underrepresented in mayor’s offices and on city councils across Latin America. In this paper, I examine gender-based differences in individual opinions toward running for office in Argentina and Uruguay, as well as conduct a twenty-six country analysis on factors related to female representation in municipal government. Based on these analyses, I make three main conclusions about female local representation in Latin America. The first conclusion is that women in Latin America are significantly less likely to want to run or feel qualified to run for office. In its broadest sense, presidential control encompasses all the actions, in both word and deed, whereby presidents “go it alone” to adopt policies in the absence of congressional will to do so, and sometimes directly contrary to it. This dissertation studies how President Obama used rhetorical and administrative tools of presidential control to address the “wicked problem” of climate change. The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S.–based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. I approach Bolivian coca policy under Evo Morales, Bolivia’s first indigenous President, as a site to examine the broader issue of decolonization. My paper argues that the new General Law of Coca, passed in March 2017, is part of a larger systemic pattern of violence towards historically disenfranchised communities in Bolivia, despite Morales’ indigenous Aymara identity and pro-coca activism. Drawing on interviews I conducted and a postcolonial theoretical framework, I analyze how although Morales has rhetorically advocated for indigenous communities and decolonizing Bolivia, colonial legacies supplanted in the subjectivity of Bolivians and institutions of its government have persisted. Approaching the 100-year anniversary of the Nineteenth Amendment, women comprise approximately 51 percent of the American population but hold only 24.8 percent of state legislative seats and 19.4 percent of United States Congressional seats. The scholarly literature suggests that one contributing factor to this inequality is a real or perceived gender difference in fundraising success. My hypothesis is that state public financing programs will decrease gender inequality in state legislative offices. In the absence of strong U.S. national climate change policy, California and New York, among other states, adopted relatively comprehensive and ambitious policies to cut greenhouse gas emissions during the 2000s. They adopted these policies despite political-institutional and other structural barriers similar to those found nationally, which shows that political actors have significant scope for taking effective action even under structural constraints. This paper explores the discursive development of taxation within budget speeches in two countries, the Republic of Ireland and the United Kingdom, from 1970 to 2015 by means of a corpus-assisted discourse analysis. We ask the following questions; how have discourses of taxation developed diachronically in both countries, what are the similarities and differences in the observable discourses across both countries, and for whom and how are these discourses legitimised? The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase. Amidst these development trends are stories of incredible resilience, resistance and activism from the affected community.
