This study examines the effects of China's zero-covid policy on its economy and investigates whether the policy reflects a broader shift in the country's development paradigm. Employing a mixed-methods approach, we analyze key macroeconomic indicators, conduct case studies of strict lockdowns, perform textual analysis of official documents, and apply the concept of fragmented authoritarianism to explore the relationship between central and local governments. The findings indicate that while the zero-covid policy has had negative economic repercussions, China's response does not signify a major departure from its pre-pandemic development paradigm. Neighborhood governance systems have been developed as a way to enhance citizen engagement in local government, particularly in major cities. Scholarly research on these systems is quite limited, and most articles focus on neighborhood councils in Los Angeles, California. Our study extends this research to another system in a different city – specifically, community councils in Cincinnati, Ohio. Under financial capitalism, ordinary people are increasingly becoming 'unwilling gamblers' of a risky and unstable system. This paper explores the social and institutional change behind the neoliberal movement and considers how the politics and policies of neoliberalism have contributed to a certain environment of financial instability. Looking at the changing nature of the economy, the rapid expansion of the financial sector, and the persisting issue of moral hazard underlying risky and speculative behaviors among other items, reveals a financial system in which recessions and crises can be considered a natural, although not inevitable, effect.

On September 15, 2008, the big three rating agencies downgraded AIG’s credit ratings multiple levels, exacerbating liquidity strains that the company was experiencing due to increasing cash demands by securities borrowers and collateral calls by credit default swap (CDS) customers. To prevent AIG from filing for bankruptcy, the Federal Reserve (the Fed) announced on the following day that, pursuant to its emergency powers, it would provide the company with an $85 billion Revolving Credit Facility (RCF). Earmarks have been controversial ever since becoming a prominent part of the congressional spending process. Critics charge that earmarks fund projects with little or no economic value (for instance Ted Stevens’ “Bridge to Nowhere,”) but instead allow Congress members to direct government spending to campaign contributors (the charge leading to a federal investigation of the now-defunct lobbying firm PMA Group). On the other side of the controversy, congressional earmarks do fund a number of community improvements which are very valuable, at least locally.
