The Indigenous people of Europe known as the Sami, (also spelled Saami) many of whom live throughout the world, have continued to maintain active nomadic communities today as their ancestors did. A wide spanning region of Northern Europe’s Arctic Zone or Sampi often referred to as Fennoscandia, encompasses four countries, Norway, Sweden, Finland, and Russia’s Kola Peninsula (Roland & Löffler, 2012). The nomadic Sami people follow the migration pathways of their reindeer herds through the wilderness bi-annually. This paper briefly explains Slaughter's (2004) argument for the emergence of a new world order defined by a disaggregated and networked state where the relevance of soft power has become all the more critical in conversations of politics and corresponding theory. This transformation (arising in the face of the so-called 'globalization paradox') is considered, exploring (a) what this means for the world system and (b) what concerns it may consequently bring.

This review of the 1776 Final Report seeks to understand why the historical establishment so quickly dismissed it as irrelevant and dangerous. It sheds light on the academic context behind the report, and comments on the state of the historical establishment in the United States. This article also gives an honest review of the final report from an historical perspective. Under financial capitalism, ordinary people are increasingly becoming 'unwilling gamblers' of a risky and unstable system. This paper explores the social and institutional change behind the neoliberal movement and considers how the politics and policies of neoliberalism have contributed to a certain environment of financial instability. Looking at the changing nature of the economy, the rapid expansion of the financial sector, and the persisting issue of moral hazard underlying risky and speculative behaviors among other items, reveals a financial system in which recessions and crises can be considered a natural, although not inevitable, effect.

The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.

Pinpointing Patterns Of Violence: A Comparative Genocide Studies Approach To Violence Escalation In The Ukrainian Holodomor, Kristina Hook

Genocide Studies and Prevention: An International Journal

This article utilizes the case study of the 1930s Ukrainian Holodomor, an artificially induced famine under Joseph Stalin, to advance comparative genocide studies debates regarding the nature, onset, and prevention of large-scale violence. Fieldwide debates question how to 1) distinguish genocide from other forms of large-scale violence and 2) trace genocides as unfolding processes, rather than crescendoing events. To circumvent unproductive definitional arguments, methodologies that track large-scale violence according to numerically-based thresholds have substituted for dynamics-based analyses. Able to address aspects of the genocide puzzle, these methodologies struggle to incorporate cross-cultural contextual variation or elicit ripe moments for specific, real-time …

The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.

The notorious dictator, Bentio Mussolini, became Prime Minister of Italy in 1922- 3 years after the Treaty of Versailles concluded the settlements for World War I in the summer of 1919. Shortly thereafter, Mussolini established his formidable dictatorship that would last 23 years. Post-war Italy experienced economic stagnation, high unemployment, inflation, frequent labor strikes, and stalled production and output among other problems. Many Italians were also frustrated that their country did not receive more recognition in the Versailles Treaty for its contribution to the Allied Cause in the Great War. When studying local state building this article addresses the questions how does state led conflict mitigation in post conflict Rwanda work? How is it experienced by the citizens in terms of participation, accountability and local state legitimacy? Theoretically, the study engages with literature on state-building, state society relations and local conflict mitigation. The study’s findings have indicated that the citizens’ contribution to local state-building was still modest due to low motivation among the citizens involved in the conflict mitigation process due to insufficient resources and infrastructure in the conflict mitigation process, despite the fact that the state has granted legal …

This article argues despite opportunities to learn valuable strategic lessons from Denmark’s effort in the Afghanistan War (2001–14), Danish civil authorities implemented a comprehensive approach policy that failed to establish a bridge to lessons learned by the military. Denmark’s experience in the Afghanistan War demonstrates promises and perils of lessons learned processes.

Statutes governing preservation of presidential records must be adapted to accommodate presidents’ evolving use of social media accounts. The Freedom of Information Act is meant to promote government transparency, and subjects governmental agencies to information requests from members of the public. On February 6th, 2018, Polish President Andrzej Duda signed “the amendment to The Act on the Institute of National Remembrance,” or as some in the western media called it, Poland’s “Holocaust law.” Such an amendment struck many outside Poland as a surprise act of revisionist history by the far-right, nationalist party in power. This project argues that this amendment must be placed in the greater context of Polish post-communist struggle to form a national narrative that includes the events of the Holocaust.The path to the enactment of the amendment can be traced back over a decade. The discussion on media literacy in Flanders starts in the Flemish Parliament in 2006. It will take until 2013 before the Flemish Government will set up the Knowledge Center for Media Literacy—Mediawijs. Flanders is therefore rather late in establishing a dedicated institute for media literacy. The same can be said for developing a formal policy framework in relation to media literacy. This article starts with a theoretical discussion of three major trends in the current media literacy debate. This paper is an empirical extension of Avidit Acharya, Matthew Blackwell, and Maya Sen’s piece (forthcoming), “A Culture of Disenfranchisement: How American Slavery Continues to Affect Voting Behavior.” In their project, Acharya, Blackwell and Sen (forthcoming) show that the counties that had more slaves versus free population in the nineteenth century are more likely to exhibit conservative attitudes in contemporary elections. I am extending this argument by measuring potential influence of Civil War battlegrounds on recent voting patterns and political predispositions. My project finds further support for Acharya, Blackwell and Sen’s study on the predictive power …

This essay outlines the historic political battle between Mexico's longest serving mayor, Ernesto Uruchurtu, and the nation's president, Gustavo Diaz Ordaz, over the construction of what would become the second largest subway system in the Western Hemisphere, The Mexico City Metro. The conflict, which eventually resulted in Uruchurtu's resignation, was characterized by latent political tensions between the PRI and Mexican middle class that would erupt in 1968 and lead to the ultimate decline of PRI hegemony. I thus argue that the new Metro project did not reflect Mexico's democratic modernization--as its supporters meant it to do--but rather the vestiges of …

This article examines how displacement is used as a tool of atrocity perpetration and offers initial observations that will be used to create a future typology of Displacement Atrocities. Perpetrators' uses of forced population displacement coupled with systematic deprivations of vital daily needs (i.e., food, water, clothing, shelter, and medical care) combine to kill targeted victims through primarily indirect methods. A preliminary theoretical framework of Displacement Atrocities is offered and the critical elements that comprise this crime are explored. After decades of struggling to gain the right to vote, women were finally granted that right with the passage of the Nineteenth Amendment on August 18, 1920. While it would seem that most, if not all, women would be in favor of gaining the right to vote, the women’s suffrage movement did not represent the wishes of all women within the United States.
