This research critically investigates the public diplomacy strategies deployed by a cohort of influential female European leaders on Twitter during the Russo-Ukrainian War of 2022-2023. The study comprises eight leaders - Kallas (Estonia), Marin (Finland), von der Leyen (President of the European Commission), Metsola (President of the European Parliament), Sandu (Moldova), Simonyte (Lithuania), Zourabichvili (Georgia), and Meloni (Italy) - representing millions of constituents. This report presents the results of an indirect assessment of the personality of Ukrainian president Volodymyr Zelenskyy, from the conceptual perspective of personologist Theodore Millon.

Psychodiagnostically relevant data about Zelenskyy were collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with DSM-III-R, DSM-IV, and DSM-5.

“Military Conflict in Ukraine: Personality Profiles of the Principals – Vladimir Putin, Alexander Lukashenko, and Volodymyr Zelenskyy” was a panel presentation at the 46th Annual Scientific Meeting of the International Society of Political Psychology in Montréal, Québec, Canada, July 9–11, 2023.

Following an overview of the conceptual and methodological framework that informed their personality-in-politics inquiry, panelists presented the personality profiles of three national leaders central to the current military conflict in Ukraine: Russian president Vladimir Putin, Belarusian president Alexander Lukashenko, and Ukrainian president Volodymyr Zelenskyy.

George W. Bush successfully set the agenda for an expansive, global war against terrorists after the 9/11 attacks. This agenda was not inevitable, it arose from an interpretation of events and of America’s adversaries that leaned on global conflict, cultural differences, and the presumption of evil intent. Bush’s speech-making successfully led to the conflicts in Iraq and Afghanistan, civil liberty-reducing legislation, and a large institutional edifice dedicated to counterterrorism. The themes Bush’s speeches evoked and the agendas and policies that these speeches set are covered in this chapter.

This working paper presents a personality-based analysis of the likely leadership style of Chairman Kim Jong-un, supreme leader of the Democratic People’s Republic of Korea, in negotiations with U.S. president Donald Trump, inferred from the results of indirect personality assessments conducted 2013–2018 from the conceptual perspective of personologist Theodore Millon.

Kim’s primary personality patterns were found to be Outgoing/gregarious and Dominant/controlling, supplemented by secondary Accommodating/cooperative, Ambitious/confident, and Dauntless/adventurous features.

The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. This paper provides a case study for information sharing within a public/private not-for-profit partnership organization called ACTRA – Arizona Cyber Threat Response Alliance, Inc.. This initiative is comprised of public and private entities with government agencies as invited guests aligned around the goal of improved response to cyber security events. Technical, political, legal and organizational issues arise when multiple parties attempt to exchange information in a formal setting. Benefits and specific solutions developed are discussed. The study concludes with several areas for future improvement and investigation as well as recommendations for newly forming sharing groups.

Making War And Securing Peace: The Viability Of Peace Enforcement As A Mechanism For Promoting And Securing Civil War Termination, Shawn H. Greene

Peace enforcement—the threat or use of military force to compel belligerent adherence to a civil war settlement—has become increasingly salient in the past decade. Using a hazards analysis of all civil wars and associated third party interventions between 1945 and 2013 in addition to three structured, focused case studies, I argue that peace enforcement operations that 1) utilize the appropriate typological spoiler management strategy and 2) maintain legitimacy and impartiality through close cooperation with UN peacekeepers, are the most successful at catalyzing civil war termination and securing durable peace. Personality assessment of three al-Qaida leaders in the September 11, 2001 terrorist attack on the United States – Osama bin Laden, Ayman al-Zawahiri, and Mohamed Atta – provides evidence for a rudimentary model of the leadership roles required for a global-reach terrorist operation: (1) a narcissistic, charismatic leader devoid of core values beyond personal self-interest, adept at exploiting others in pursuit of his grandiose ambitions (e.g., bin Laden); (2) a strategic-thinking “true believer” without constraints of conscience regarding the level of violence he is willing to employ in his single-minded pursuit of mission (e.g., al-Zawahiri); and (3) unobtrusive, disciplined operatives …

This paper presents the results of an indirect assessment of the personality of Ayman al-Zawahiri, deputy leader of the al-Qaida terrorist network at the time of the September 11, 2001 terrorist attack on the United States and allegedly chief strategist for al-Qaida operations and personal physician to Osama bin Laden.

Al-Zawahiri’s primary personality patterns were found to be Contentious/oppositional and Dominant/controlling, with secondary features of the Dauntless/dissenting and Ambitious/self-serving patterns.

The amalgam of Contentious (negativistic, or passive-aggressive) and Dominant (aggressive, or sadistic) patterns in al-Zawahiri’s profile suggests the presence of the “abrasive negativist” syndrome. For these personalities, minor frictions easily …

Bin Laden’s primary personality patterns were found to be Ambitious/exploitative and Dauntless/dissenting, with a secondary Distrusting/suspicious orientation, and subsidiary Dominant/controlling and Conscientious/dutiful features.
