Broadening Participation Through E-Petitions? An Empirical Study Of Petitions To The German Parliament, Ralf Lindner

Petitioning is a well established form of political participation in most liberal democracies, but little is known about petitioners, their socio-demographics, motivations and assessments of petitioning processes. In 2005, the German parliament introduced public e-petitions which are submitted, signed and discussed on the Internet. This article reports a 2007 survey of 571 traditional and 350 e-petitioners. The results indicate that both petitioner samples are characterised by an above average level of general political participation and Internet use. Users of the e-petition system are younger than traditional petitioners, but the group continues to be dominated by men and those with higher …

This article examines the concept of the ‘external arena’ and the role of the ‘information network’ in the expansion of the world-system and incorporation of new regions. I reference research on nested networks of interaction, and echo criticisms that the impact of myth and misinformation has been underappreciated as an element of incorporation. Alteration occurs well-prior to the point at which most world-systems literature considers a region incorporated. I develop the concept of “protoglobalization” to characterize this early, overlooked social, economic, and political change.

A common claim has been that liberalization of citizenship policy depends on making policy behind closed doors. I challenge one variant of this line of argument, which regards courts as the primary �countermajoritarian� champion of the expansion of immigrant rights, through a comparison of citizenship policy in Austria, Germany, and Switzerland. In all three countries subnational authorities play a significant role in the administration of naturalization policy. Courts have played more of a �nationalizing� rather than a �countermajoritarian� role. I also show how differences in federal structures affected recent efforts to reform citizenship policy in these countries.

On 2 April 1982, the Argentinian military had invaded and occupied a series of islands known as the Islas Malvinas, or Falkland Islands.* Subsequently, The United Kingdom had responded with a counter-invasion and occupation in an effort to deny the Argentinian claim of sovereignty over the archipelago. After nearly two months and combat casualties in excess of a thousand soldiers the British military was able to negate the Argentinian success and assert its ownsovereignty over the disputed territories. Public networks typically function beyond the lines of the hierarchical authorities that hold bureaucracies accountable, as is shown here in the case of a business-dominant network that exhibited ethically questionable behaviors at the expense of its community credibility. Public networks can build external legitimacy by engaging in critical organization learning processes, much the way some nongovernmental organizations respond to a diversity of stakeholders.

Many have noted that protesters sometimes expand political opportunities for later protests, but there has been little analysis of how this occurs. The problem can be addressed by analyzing opportunity/threat spirals, which involve positive feedback among: actions by challengers (bold protests and the formation of alliances between challenger groups); opportunity-increasing actions by authorities and elites (elite divisions and support, procedural reforms, substantive concessions, and police inaction); and threat-increasing actions by authorities and elites (new grievance production and excessive repression). Cultural homogenization is a contentious part of the globalization debate. Critics concerned with cultural homogenization fear the “McDonaldization” of global culture, usually described as a mono-directional outward wave of American pop culture swamping alternate views and traditional value systems. Less skeptical analysts of cultural globalization focus on the concept of cultural hybridization. This project uses the apparently innocuous measure of children’s TV programming in the US as a window onto the globalization debate.
