Strengthening The M&E System Of Peace Corps Colombia, Samuel Burke

Capstone Collection

In 1961, when the Peace Corps was established, Colombia was the first country chosen to receive volunteers. The program ran for 20 years, with volunteers working all over the country in various sectors. Then in 1981, due to the increasing violence from the guerilla civil war, the US government decided to withdraw the volunteers and suspend the Colombia program. After a 29-year hiatus, at the request of the Colombian government, the Peace Corps was invited back to Colombia in 2010.

A strain of racist, xenophobic populism is sweeping through many democracies, jumping from the fringes of political discourse to the mainstream. Understanding how Donald Trump was able to take power while making explicitly racist appeals is vital to understanding this phenomenon. This article examines the 2016 Republican primary, drawing on data from the National Election Study pilot survey to explore how, and why some voters favored Trump over other Republicans. Were Trump voters reacting to the adverse economic effects of globalization, or the 2008 financial crisis? Were they traditional “Southern Strategy” Republicans? Were they white nationalists? Scholarly examinations of naturalism in Jack London’s 1908 short story “To Build a Fire” often overlook the influence of the socialist political movement. After surveying the American Socialist Party movement and London’s activism in “How I Became a Socialist,” this essay uses the frame of Marxist rhetorical criticism to inspect sociopolitical themes in London’s famous story. In eastern Nepal, a territory historically known as Limbuwan, the Limbu people make up just under 400,000. Historically, this region and its people were accompanied by the practice of kipat, a system of land tenure and management as well as one of community and cultural governance. In 2021 (1964) the Land Act formally ended the practice of the kipat system and transferred all lands to the state held raikar form of tenure. With the end of the practice of kipat came the attempted integration of the Limbu people from their traditional governing systems into the burgeoning Nepali democracy. A combination …

In this essay, I will be utilizing, in addition to cosmopolitan philosophy, Deleuze and Guattari’s metaphysical masterpiece: Nomadology: The War Machine. I lay out a proposal for a potential method through which subalterns and other oppressed groups might obtain more cohesive representation, and use this representation to better protect their rights against the violent oppression of the states.

Political polarization is a defining feature of the contemporary American political landscape. While there is little doubt that elite polarization levels have risen dramatically in recent decades, there is some debate over the existence of a corresponding rise in mass polarization. Recent scholarship on mass polarization has cited evidence related to citizens’ positions on public policy issues, party sorting, and geographic polarization; however, questions remain as to the nature and extent of mass polarization in online spaces. One influential empirical international relations theory on which scholars have drawn in an effort to provide an explanation for this phenomenon is the bargaining model of war. Devised initially for the study of interstate war, the theory posits that bargaining problems may prevent belligerents from reaching a deal that enables them to avoid a costly war. Bargaining problems also have been identified as contributing to the recurrence of armed intrastate conflict. The labor of enslaved Africans and Black Americans played a large part in the history of colonial America, with the American plantation being the epicenter for all that was to be produced. While the two have never been completely tied together, capitalism and modern day slavery have been linked with one another. We present a system that automatically discovers important events that have significantly driven people’s sentiment changes towards a target using Twitter data (i.e. tweets). This system can also provide the time, importance, and description of events that are associated with people’s sentiment changes. In this system, a sentiment classifier is used as the sensor to detect the time points of those changes. It is also used as the filter to effectively eliminate a considerable amount of noisy information and select the most informative tweets to be further analyzed for event descriptions. Scholars, journalists, and policymakers frequently attribute the intensity and onset of civil conflict to the abundance of small arms. However, the direction of causality has been difficult to assess due to a lack of data on the illicit small arms market and the plausibly endogenous relationship between the abundance of weapons and civil conflict. Using a new dataset of estimated small arms prices, I determine that a decrease in the price of small arms is significantly and negatively correlated with an increase in the intensity of conflict in the following year. In a voting situation where there are only two competing alternatives, simple majority rule outputs the alternatives with the most votes or declares a tie if both alternatives receive the same number of votes. For any non-negative integer k, the difference of votes rule M_k outputs the alternative that beats the competing alternative by more than k votes. Llamazares (2006) gives a characterization of the difference of votes rules in terms of five axioms. In this thesis, we extend Llamazares' result by completely describing the class of voting rules that satisfy only two out of his five axioms. …

American politics scholarship has in great measure dedicated itself to the study of democratic participation in elections. Texts that are considered the cannon on electoral participation have extended our knowledge of the factors that increase/decrease turnout, however, this work has relied on self-reports of turnout in surveys. The use of selfreported turnout is problematic because a non-trivial proportion of survey respondents say they went out to vote when they actually did not, meaning they overreport turnout. Overreports of voter turnout are false reports of participation in elections by nonvoters when responding to political surveys. Appropriately, scholars of voting behavior have …

This experiment investigated the effects of collective performance and coalition strength on the redistribution of status prerogatives in triads. A status hierarchy was established within triads, such that one person held higher control status and the two others held lower status. Each group performed an ambiguous, decision-making task over two trials. Collective performance (i.e., success vs failure) was manipulated via bogus feedback regarding the group’s performance, while coalition strength was manipulated by varying the extent to which the two low-status members, acting together as a revolutionary coalition, could damage the outcomes received by the high-status member. This experiment investigated the impact of status differences between subordinates and face-to-face coalition negotiations on insurgent coalitional action. The effects of these variables were examined in stratified groups, where a leader established inequitable pay-rates, and subordinates could coalesce and destroy a portion of the leader’s outcomes. The results showed that status differences (as opposed to status similarity) undermined the sense of common interests between subordinates and reduced the severity of coalitional action against the leader. Face-to-face negotiations engendered a more cautious approach to coalition negotiations and also reduced the severity of insurgent action. The results suggest that status differences pose …

The question addressed by this research was, “When structural circumstances make revolutionary action likely, under what conditions will a cooptation strategy prevent subordinate revolts?” Experimental procedures established a group status hierarchy consisting of a leader and two subordinates. Groups earned collective outcomes, and the leader usurped an inequitable portion of these outcomes. In this context, the first experiment shows that a cooptation strategy (i.e., offer of a promotion to one of two subordinates) inhibits subordinate revolts. Two additional experiments indicate that the cooptation strategy is most effective (a) if the offer (strategy) provides the target of cooptation a source of …

This experiment develops an integrative, path-analytic model for the endorsement accorded formal leaders. The model contains four independent variables reflecting aspects of group structure (i.e., group success-failure, the payoff distribution, the degree of support by others members for the leader, and the vulnerability of the leader). Also included are two intervening variables reflecting perceptual processes (attributed competence and attributed fairness), and one dependent variable (endorsement). The results indicate that endorsement is greater when the group's success is high, when the payoff distribution is flat rather than hierarchical, and when the leader is not vulnerable to removal from office. Mixed-methods designs, especially those where cases selected for small-N analysis (SNA) are nested within a large-N analysis (LNA), have become increasingly popular. Yet, since the LNA in this approach assumes that units are independently distributed, such designs are unable to account for spatial dependence, and dependence becomes a threat to inference, rather than an issue for empirical or theoretical investigation. This is unfortunate, since research in political science has recently drawn attention to diffusion and interconnectedness more broadly. Much of the evolving research on the use of social media in destination marketing emphasizes how information diffusion influences the reputational image of place. The present study uses Twitter data to focus on the relative differences in user engagement across discrete account types. Specifically, this is done to examine how the official destination marketing organization of Montana—the Montana Office of Tourism (MTOT)—performs relative to other account types.
