The political history of Poland since World War II and the Communist takeover has been one in which crisis followed crisis. Even when there was more than a decade before the next crisis, "normalcy" was never fully "normal." Instead, the institutions and their responses were structured by the previous crisis and constantly shaded by storm clouds for the next. In 1956, 1970, and 1980, Poles successfully "voted with their feet" and ousted their leaders. In 1968 and 1976, the crises were less systemic: specific groups revolted over specific policies. The Solidarity trade union formed in the shipyards of Gdansk after a summer of strikes called by factory workers in response to price increases on food. At the end of August 1980, the men who had replaced Edward Gierek's elite signed an accord with the striking representatives of what came to be called Solidarity to provide increased benefits, and the right to have a free and independent trade union, to strike, and to have media that reported information more freely.

Although the final demise of Communism in Poland was by far the most dramatic of the crises that punctuated Communist rule there, it was not the beginning or the end of Poland's transformation process. Virtually all the studies of transformations in Latin America and Southern Europe, as well as the developing literature on the changes in the communist world, have focused on the events and problems that just preceded the ending of one form of rule and the beginning of another. In the Polish case, at least, the transformation cannot be explained by the popular disaffection and the negotiations between …

With the great increase in the number of violent crimes committed by juveniles, the rights of their victims are greatly overlooked by a. judicial system which does not meet the changing needs of society. Violent juvenile crime has transformed completely over the years in frequency. in the types of acts committed, and in the profiles of the perpetrators. Great changes in federal and state laws concerning the treatment of such violent youths are taking place; however, nothing is currently being done to ensure the rights of the victims of juveniles. These aspects of the judicial system are explored.

This study analyzes the behavior of the politicians of the Liberal Democratic Party of Japan (LDP) and the decision making process of the LDP. This study draws heavily on Japanese language sources as well as interviews with leading Japanese Diet persons.

The characteristics of Japanese culture are explained by introducing the works of three scholars. They are: Ruth Benedict, Chie Nakane, and Takeo Doi. It was discovered that the relationships among LDP Diet persons and between supporters and Diet persons are based on traditional societal norms. John Rawls's theory of justice, which he calls "justice as fairness," has proven to be most influential with regard to the course of contemporary political theory. In both of Rawls's books, A Theory of Justice and Political Liberalism, his aim was to present a theoretically-compelling defense of deontological liberalism, and to present a set of principles by which to fairly order a just society. While Rawls's project has attracted a fair number of proponents over the years, it has also been a popular target for liberal and nonliberal critics alike. An Empirical Test Of The Rational Actor Theory Of Litigation, Donald R. Songer, Charles M. Cameron, Jeffrey A. Segal

This article examines the decisions of litigants in criminal cases to appeal decisions from the U.S. Courts of Appeals to the U.S. Supreme Court. Using a random sample of search and seizure cases from 1962 through 1990 and a measure of the likelihood that the appeals court decision will be reversed if cert is granted, we demonstrate that litigants behave as if they rationally consider costs and benefits in their decisions to appeal. Given the extraordinary number of cases decided by lower federal courts vis-g-vis the number of cases the Supreme Court can decide, we argue that such behavior is …

This thesis proposes that feminist social and political theory adopt the epistemology inherent in Jurgen Habermas's communicative ethics in order to more coherently work toward the goal of freeing individuals from social oppression. This thesis first examines the fundamental differences that exist between the particular claims for knowledge made by the three major schools of feminist theory; the empirical feminists, the standpoint feminists, and those allied with postmodernism. After illuminating the specifics of these feminist claims, the conception of knowledge central to Habermas's thought is explored and shown to be split into three distinct realms; the objective, the social, and …

America faces the moral dilemma of whether to intervene militarily, at great risk, in states which commit massive human rights violations against their own citizens. A systematic look at the intellectual ideas guiding international relations reveals such atrocities to be an established part of international behavior. Ending this structural violence is difficult because of the epistemological and ethical limits of social science, the rule of law, political theory, and moral philosophy.
