It is imperative that higher education institutions learn more about how to recruit members of younger generations to participate in future elections. Young people have historically voted at low rates, but that trend has started to change in recent years as more resources are being devoted to voter engagement among young people. This leads to the interest of understanding what best practices and strategies have academic institutions utilized to advance voter engagement on their campuses. International student enrollment (ISE) has become a hallmark of world-class higher education institutions (HEIs), particularly as global student mobility has grown exponentially worldwide in the last several decades. Although the United States (U.S.) has welcomed the largest numbers of international students since the 1950s, ISE shrunk by 10% in the previous three years from an all-time high of 903,127 students in 2016/2017 (IIE, 2019). A synthesis of research studies about international student mobility and enrollment highlights the significant role that academic and economic rationales play for international students who choose the United States. This study reviews factors that prior studies have identified or failed to consider as barriers to post-secondary success. The three main areas include academic success for Latinx students after high school, organizational systems and their impact on African-American students’ postsecondary readiness, and what workers think of their high school education with regards to career preparedness.

Five factors are identified as major barriers for Latinx students to continue in a higher education system. A survey of former students from Saint Louis, Missouri, and Dallas, Texas, metroplex area identified 56 Latinx students that participated in an initial survey. This led to a …

The History Of Denying Federal Financial Aid To System-Impacted Students, Bradley D. Custer

People who are impacted by the criminal justice system (“system-impacted”) face barriers when seeking financial aid to pay for college. Between the late 1960s and the early 2000s, Congress created laws that prohibited incarcerated students and students with certain criminal convictions from receiving federal grants and loans. This paper offers a comprehensive review of the history of those laws, which provides context for current debates on restoring Pell Grants to students in prison. Legislative documents, scholarly sources, and news reports were studied to build this historical review. Key lessons from history are discussed as to how Congress might treat system-impacted …

This qualitative method single case study explores the phenomenon of a racially tense campus climate at the University of Missouri Columbia, a Predominantly White Midwestern Institution. At the forefront of the media regarding student and athlete protests, leading to the resignation of senior level administrators, African American students put forth eight demands to their administrators. Included, was the creation and implementation of a required racial awareness and inclusion curriculum. The number of international students enrolled at community colleges across the U.S. has significantly shifted in recent years. As a result, higher education institutions across the country have developed and integrated rationales for attracting and retaining international students to their campuses. Education tax credits provide federal financial aid to a wide expanse of American taxpayers; however, little research or analysis has been done on these costly programs. There has been little evidence of its link to college enrollment growth. This descriptive paper outlines the establishment of education tax credits, their original intent, and the lack of evidence of effectual federal policy over the past two decades. Thus, the purpose of this article is to assess how the federal government has reached an $18.9 billion annual expenditure for education tax credits with little to show in returns on investment. Dr. Fred Foley, Jr. was born in Milwaukee, Wisconsin in December of 1946. His parents were Fred Joseph Foley and Doris Nelson Foley. He moved to the Philadelphia area with his family when he was four years old. He is married, has three children and four grandchildren. He lived in Delaware County growing up. Dr. Foley attended St. Andrew's Grade School and Monsignor Bonner High School for Boys. He attended St. Joseph’s College as an undergrad majoring in Politics. Issues of college access are increasingly met with resolutions within social and economic contexts. Models such as cost of production output, and race and socioeconomic-conscious strategies form the basis of such analyses (Jenkins & Rodriguez, 2013; Henriksen, 1995; Treager Huber, 2010; Schmidt, 2012). We can expect retooling and reinventing of such models with increasing college costs and changes in student demographics.

This paper analyzes a shifting landscape of intellectual freedom (IF) in and outside Florida for children, adolescents, teens and adults. National ideals stand in tension with local and state developments, as new threats are visible in historical, legal, and technological context. Examples include doctrinal shifts, legislative bills, electronic surveillance and recent attempts to censor books, classroom texts, and reading lists.

Privacy rights for minors in Florida are increasingly unstable. New assertions of parental rights are part of a larger conservative animus. Proponents of IF can identify a lessening of ideals and standards that began after doctrinal fruition in the 1960s …

Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.

In this essay, I argue that the debate on free speech as pushed by the conservative right is a strategic apparatus to undermine the various diversity initiatives on college and university campuses. While supporters of the right wing extremists around the globe have pushed for various modes of exclusions (social, racial, ethnic, cultural, religious and sexual), here in the United States, such exclusions are most evident in the collapse of academic freedom and the rise of civility codes as students and educators use the platform of free speech to promote various forms of injustices and exclusions.
