The web began with a vision of, as stated by Tim Berners-Lee in 1991, “that much academic information should be freely available to anyone”. For many years, the development of the web and the development of digital libraries and other scholarly communications infrastructure proceeded in tandem. A milestone occurred in July, 1995, when the first issue of D-Lib Magazine was published as an online, HTML-only, open access magazine, serving as the focal point for the then emerging digital library research community. Cyber libraries face many challenges when it comes to access. These challenges can lead to cyber libraries failing in following the guidelines for the values and ethics of the LIS professional. Some authors have argued that cyber libraries are the future of libraries. They argue that patrons want information immediately at their fingertips. Over the past decade, the University Libraries' Digital Collections have grown from an assemblage of discrete projects into two distinct programs that curate, manage, and publish digitized and born-digital materials online for educational and scholarly uses by Grand Valley State University's community and the wider public.

The Aga Khan University (AKU) is serving through eleven campuses spread across eight countries in three continents. It has a network of eleven libraries, although small in size, in five developing courtiers in three regions (South Asia, East Africa, and Europe). The university has recently implemented an Institutional Repository (IR) system to show-case the intellectual and scholarly output of the university. THE INFORMATION INDUSTRY is international. With major English-language online publishers based in the Netherlands, Germany, and Canada (not to mention Alabama and New York), the information you lease may be generated and designed anywhere in the world. Likewise, the issues and challenges facing libraries as they move to large-scale digital collections are global in nature.

Conferences about digital libraries are also international; in September I attended "Digilib: Towards a User-Centered Approach to Digital Libraries" in Finland.
