This issue of Library Technology Reports (vol. 55, no. 8), “Blockchain in Libraries,” examines the application of blockchain in libraries. Blockchain technology has the ability to transform how libraries provide services and organize information. To date, most of these applications are still in the conceptual stage. However, sooner or later, development and implementation will follow. This report is intended to provide a primer on the technology and some thought starters. Abstract

Purpose

The purpose of this paper is to examine the Houston Police Department (HPD)’s public engagement efforts using Twitter during Hurricane Harvey, which was a large-scale urban crisis event.

Design/methodology/approach

This study harvested a corpus of over 13,000 tweets using Twitter’s streaming API, across three phases of the Hurricane Harvey event: preparedness, response and recovery. Both text and social network analysis (SNA) techniques were employed including word clouds, n-gram analysis and eigenvector centrality to analyze data.

Findings

Findings indicate that departmental tweets coalesced around topics of protocol, reassurance and community resilience. Twitter accounts of governmental agencies, such as …

This poster at the 2019 annual meeting of the South Florida Archivists highlights a project where the facial recognition technology of Adobe Lightroom CC is used to identify individuals in photographs held by a local municipal archive. The photographs contain hundreds of images showing unnamed commissioners and city workers from the 1970s to the 1990s, with most of the images lacking metadata or information. Various strategies are employed to identify key city officials in the photographs, allowing their names to be added to the metadata of the records hosted in a digital repository. This presentation summarized and presented preliminary results from the first weeks of work conducted by the Aida research team in response to Library of Congress funding notice ID 030ADV19Q0274, “The Library of Congress – Pre-processing Pilot.” It includes overviews of projects on historic document segmentation, document classification, document quality assessment, figure and graph extraction from historic documents, text-line extraction from figures, subject and objective quality assesments, and digitization type differentiation.

Presentations and other scholarship

Faculty in the fields of games and interactive media face significant challenges in publishing and documenting their scholarly work for evaluation in the tenure and promotion process. These challenges include selecting appropriate publication venues and assigning authorship for works spanning multiple disciplines; archiving and accurately citing collaborative digital projects; and redefining “peer review,” impact, and dissemination in the context of creative digital works. In this paper I describe many of these challenges, and suggest several potential solutions.

Art. 22 of the new General Data Protection Regulation (GDPR) provides that the data subject has the right not to be subject to a fully automated decision on matters of legal importance to her interests, hence the data subject has a right to human intervention in this kind of decisions.

For some fifty years, 8mm/Super 8 movie film was a widespread format for home movies and amateur hobbyists; yet the films and projection or telecine transfer equipment are now aging and obscure, presenting a difficulty for archivists and filmmakers. Online DIY solutions usually involve photographing the film with a DSLR and macro bellows, requiring a high degree of expertise and expense. The MEDLINE database is publicly available through the National Library of Medicine’s PubMed but the data file itself is also licensed to a number of vendors, who may offer their versions to institutional and other parties as part of a database platform. These vendors provide their own interface to the MEDLINE file and offer other technologies that attempt to make their version useful to subscribers. This book provides a brief history of the early computing technology at Marshall University, Huntington, W.Va., in the forty years: 1959-1999. This was before the move to Intel and Windows based servers. After installation of an IBM Accounting Machine in 1959, which arguably does not fit the modern definition of a computer, the first true computer arrived in 1963 and was installed in a room below the Registrar’s office. This reappraisal begins in Part I with an assessment of exactly what the Authors Guild cases did and did not establish with respect to the fair use status of text mining.
