ICT for Poverty Alleviation in Pacific Island Nations: Study of ICTs4D in Fiji There has been a vague and little knowledge on the role or potential of Information and Communications Technologies (ICTs) in relation to addressing poverty in Fiji. This may be probably due to the newness of the technology in the South Pacific Region as a whole but also probably due to the fact that only 9.7% of the current Fiji 931,000 populations are internet users (ITC Figures 2011). This paper reports on finding how ICTs is contributing towards poverty alleviation in Fiji. On the basis of reviewed best …

Data Curation Is For Everyone! The Case For Master's And Baccalaureate Institutional Engagement With Data Curation, Yasmeen Shorish
Yasmeen Shorish
This article describes the fundamental challenges to data curation, how these challenges may be compounded for smaller institutions, and how data management is an essential and manageable component of data curation. Data curation is often discussed within the confines of large, research universities. As a result, master’s and baccalaureate institutions may be left with the impression that they cannot engage with data curation. However, by proactively engaging with faculty, libraries of all sizes can build closer relationships and help educate faculty on data documentation and organization best practices. Experiences from one master’s comprehensive institution as it engages with data management …

Linked Data Demystified: Practical Efforts To Transform Contentdm Metadata For The Linked Data Cloud, Silvia B. Southwick, Cory K. Lampert
Library Faculty Presentations
The library literature and events like the ALA Annual Conference have been inundated with presentations and articles on linked data. At UNLV Libraries, we understand the importance of linked data in helping to better service our users. We have designed and initiated a pilot project to apply linked data concepts to the practical task of transforming a sample set of our CONTENTdm digital collections data into future-oriented linked data. This presentation will outline rationale for beginning work in linked data and detail the phases we will undertake in the proof of concept project. We hope through this research experiment to …

Wikis: The Perfect Platform For Library Policies And Procedures, Melanie J. Dunn
Wikis: The Perfect Platform For Library Policies And Procedures, Melanie J. Dunn
The Southeastern Librarian
The term wiki, derived from the Hawaiian adjective “wiki wiki” meaning quick or fast, was coined by Ward Cunningham who created the original WikiWikiWeb for the Portland Pattern Repository (Leuf, 2001, 15). Touted by Cunningham as “the simplest online database that could possibly work” (Cunningham, 2002, June 27) “ wiki” is alternately used to refer to both a wiki website and the software used to create and maintain it and was designed to allow multiple users to collaborate in its development (Klobas 2006, 3). Wikipedia is perhaps one of the best examples, as well as the most recognized, of wikis. …

Technical Assistance, Knowledge Gatekeeping And Indigenous Knowledge: Re-Thinking The International Development Practice, Deogratias Harorimana Sr
Dr Deogratias Harorimana
This paper presents results from a multi-disciplinary conceptual analysis of development theory and practice. It reviews issues raised and proposes a shift in the epistemology of possession towards an epistemology of practice which is guided by the following aspects (1) The consideration of the learning culture of parties involved, (2) the ability and willingness for decontextualisation of the knowledge by the source and (3) the ability to embedded it by recipients (embededness ), (4) the importance that is attached to knowledge of the host country as reflected through (5) Similarity in culture, values, understanding of context and knowledge bases; (6) …

Job Creation In The Tuna Industry Of The Solomon Islands- A Tentative Strategic Analysis, Deogratias Harorimana Sr
Job Creation In The Tuna Industry Of The Solomon Islands- A Tentative Strategic Analysis, Deogratias Harorimana Sr
Dr Deogratias Harorimana
The principal objective of this paper is to review the current Tuna Fisheries Policies in the Solomon Islands with a view to proposing strategies that will maximize Job creation while at the same time address the issues that currently exist in this sector. Although the Tuna Industry’s contribution to GDP is quite significant, the Solomon Island Government (SIG) gets little or close to nothing out of it in the form of revenue and Job creation with the majority of vessels being foreign owned and fishing license fees amongst the lowest in the Pacific. SOLTAI which is partly owned by the …
Review Of Solomon Islands’ Policies And Programs To Promote Private Sector Development And Small Business, Deogratias Harorimana Sr
Review Of Solomon Islands’ Policies And Programs To Promote Private Sector Development And Small Business, Deogratias Harorimana Sr
Dr Deogratias Harorimana
Solomon Islands is a nation with vast resources with huge potential to excel economically if proper business atmosphere is provided for both private sector development and small and medium enterprises entrepreneurship. Conducive policies that, not only, a mere statement but is broken down to workable strategies with quantitative expected outcome with a strong mentoring mechanism is very important. Previous governments have continuously ignored the importance of having small business policies until lately when NCRA government came up with a set of policies that strategically addresses the significance of small and medium businesses. However, notwithstanding foreign investment is very important in …

Imagining Emergent Metadata, Realizing The Emergent Web, Jason A. Bengtson
Imagining Emergent Metadata, Realizing The Emergent Web, Jason A. Bengtson
Jason A Bengtson
Current metadata schemas are largely analog technology grafted onto the digital format. They have three inherent limitations that need to be transcended: they generate a static product which must be changed manually, they revolve around the needs of human, rather than mechanistic agents, and they are limited by the imagination and organizational capabilities of human agency. The author argues that to meet future challenges metadata will have to take a more flexible, adaptive form that centers on the needs of the machine in searching, interpretation and organization until the information it proxies enters into the human sphere. The author further …
The Art Of Redirection: Putting Mobile Devices Where You Want Them, Jason A. Bengtson
The Art Of Redirection: Putting Mobile Devices Where You Want Them, Jason A. Bengtson
Jason A Bengtson
Mobile technology has exploded, with many libraries experiencing a surge in access to their resources through mobile devices. In response, many institutions have created or are creating mobile sites designed to accommodate themselves to the unique strictures of these devices. One hurdle faced by these organizations, however, is getting mobile users to those sites. One solution is mobile redirect scripts, which automatically redirect mobile users from a regular page to a mobile page. These scripts come in various forms and present unique challenges to libraries. How are these scripts created? What triggers can or should be used to activate them? …
