A Critical Review Of The Effectiveness Of Fiscal And Monetary Policies In The Pacific Island Countries (Pics) Between 1990-2010, Deogratias Harorimana Mr

The purpose of this paper is to critically assess the effectiveness of Fiscal and Monetary Policies in the South Pacific Island Countries. The paper tracks down the economic growth for the last 20 years between 1990-2010, and drawing from key fiscal and monetary policies in place during the time under consideration, as well as specific interventions in the region, we find that: 1) While the South Pacific Island Countries (SPICs) particularly the six major economies (Solomon Islands, Fiji, Vanuatu, PNG, Samoa, Tonga) pursued fiscal and monetary policies for promoting growth and diversification of their economies, their fiscal policies relied heavily …

What Wikipedia Deletes: Characterizing Dangerous Collaborative Content, Andrew G. West, Insup Lee

Collaborative environments, such as Wikipedia, often have low barriers-to-entry in order to encourage participation. This accessibility is frequently abused (e.g., vandalism and spam). However, certain inappropriate behaviors are more threatening than others. In this work, we study contributions which are not simply ``undone'' -- but *deleted* from revision histories and public view. Such treatment is generally reserved for edits which: (1) present a legal liability to the host (e.g., copyright issues, defamation), or (2) present privacy threats to individuals (i.e., contact information).

With few minerals or other natural resources, Rwanda believes that she can still achieve her ambitions by investing in human capital - her unique resource. If this ambition can be achieved, then is this the next role model for international development? We used a case study design and analysis methods to examine development models used elsewhere in recent decades, using both qualitative and quantitative data on Rwanda to establish the comparative advantages in relation to Singapore’s economic development model. As smartphone ownership rises, usage patterns are expanding. Libraries face an increasing demand for online content delivered in a mobile compatible format while being constrained by financial and staffing limitations. Solutions are readily available through free and low-cost products to create mobile web pages and existing design models from which to draw inspiration. Platform-specific apps can easily support the kinds of content most commonly delivered on library mobile pages: basic contact information and outbound links to the catalog, databases, and other resources. Robust and convenient access to the Nevada Climate Change Data Portal is vital for the project’s success, because of the researchers’ need to gather and analyze large volumes of data with minimal effort. However, the current version of the data portal web interface is not optimized for small-screen mobile devices such as mobile phones, PDAs, iPads, NetBooks, and others. The proposed research will address this issue by exploring the current methods for creating a client-aware web interface adaptable to the variety of small-screen devices, designing and implementing the most appropriate solution, and finally, user testing of the implemented solution.

This is a static version of the visuals of a presentation I gave to the ALA Subject on linked open subject authority data. I described how linked data from the Library of Congress (http://id.loc.gov/) can be used to improve subject cataloging and browsing. I describe how the data is structured (including a brief overview of RDF and SKOS), and explain how I have used it to improve The Online Books Page (http://onlinebooks.library.upenn.edu/) and the Penn Libraries' catalog. I also show how I augmented and enhanced the authority data from LC, and discuss how widespread use of linked bibliographic and authority …
