This study sought to explore the use of succession and workforce planning in small to mid-size academic libraries in the United States. Utilizing Paula Singer’s 2010 definition of succession planning, sixty-three library leaders from across the United States shared their knowledge and expertise in one-tone interviews on the library’s efforts to create “continuity in key positions, develop intellectual and knowledge capital for the future, and encourage individual advancement.” The study uses the traditional model of public administration, new public management, and new public service to explain the findings. Senior directors in the public sector often lack viable succession plans for middle managers. Four conceptual elements from Burns’ transformational leadership theory provided a framework to investigate the practices directors in the public sector use to prepare middle managers for leadership positions. The Library and Information Science (LIS) literature has made clear that academic libraries in the U.S. have experienced decades of hiring freezes and budget cuts that reduced staffing overall and eliminated many middle management positions. Consequently, now that baby boomer library managers and administrators are beginning to retire, there are few qualified applicants to replace them. Thus, many in the LIS field have called for better succession planning by top-level library administrators (e.g., Deans, Directors, University Librarians).
