Knowledge Management Implementation In U.S. Army Headquarters: A Case Study, David Marvin Van Laar

This case study examined the U.S. Army’s implementation of knowledge management (KM) as an integrating process within its command and control system. The research problem explored was the U.S. Army’s attempts to measure knowledge transfer using the KM Maturity Model (KM3) and KM Assessment Tool (KMAT). The purpose was to determine levels of KM maturity and knowledge barriers that affected decision-making. The conceptual approach used Nonaka and Takeuchi’s process theory for the knowledge-based firm, combined with Argote and Hora’s framework of knowledge transfer as it applied to Moore’s concept of public value. Successful One-to-One Computing Initiative implementation requires educators to communicate and collaborate effectively with everyone in the learning community. However, other factors such as teacher’s professional development, student’s perception, and parent’s perception often affect the implementation of the One-to-One Computing Initiative. Traditional journal analysis for the identification of disciplines is limited in developing areas of study due to the lack of journals specific to that area of study. Identifying knowledge domains worthy of study for the identification of developing disciplines has been difficult.

Cloud technology requires a virtualized ubiquitous and scalable environment with shared resources. The general problem in cloud adoption is the absence of standardization across organizations. A standardized approach remained elusive since the inception of the Cloud First mandate. The purpose of this study was to explore leader-initiated change management (LICM) practices in cloud adoption within organizations. The theoretical framework included the classical theories of Kurt Lewin's organization change management, leader-member exchange, intentional change, and appreciative inquiry. This study is the exploration of the emergence of DataONE, a multidisciplinary, multinational, and multi-institutional virtual scientific collaboration to develop a cyberinfrastructure for earth sciences data, from the complex adaptive systems perspective. Data is generated through conducting 15 semi-structured interviews, observing three 3-day meetings, and 51 online surveys. The main contribution of this study is the development of a complexity framework and its application to a project such as DataONE.
