Section 1. Purpose. Artificial intelligence (AI) holds extraordinary potential for both promise and peril. Responsible AI use has the potential to help solve urgent challenges while making our world more prosperous, productive, innovative, and secure. At the same time, irresponsible use could exacerbate societal harms such as fraud, discrimination, bias, and disinformation; displace and disempower workers; stifle competition; and pose risks to national security. Harnessing AI for good and realizing its myriad benefits requires mitigating its substantial risks. This endeavor demands a society-wide effort that includes government, the private sector, academia, and civil society.

I will present the steps we have taken to develop a prototype AI assistant for license review. I’ll explain our criteria for the selection of an AI tool for this project. We reviewed ChatGPT, Claude 2, Bard, and PDF readers. My goal was to develop an initial prototype in a Jupyter Notebook environment so I could easily re-load context information, including a license checklist, but I’ll explain why I revised this goal, instead to linger over license review interactions with ChatBots. I’ll discuss early results, demonstrate example license review interactions, and outline my next steps.

Machine learning seems to be newly everywhere. It's not new, so much as faster processing makes it newly useful. Imagine an automated cataloging program that takes 300 years to run, versus one that takes a week to run. Increased processing speed is a substantive change. In January 2021, the US passed the National Artificial Intelligence Initiative Act of 2020. The goal is a cohesive federal AI initiative, and part of that is safety, ethics, and transparency. The act includes funding appropriations for 2021-2025, and roll out takes place over that time. In implementing this law, there is recent and ongoing activity to regulate AI in the US. Regular calls for public participation go out to the public on www.federalregister.gov in the form of open ended questions on which input is requested, and feedback on reports or action plans.

Claimdistiller: Scientific Claim Extraction With Supervised Contrastive Learning, Xin Wei, Md Reshad Ul Hoque, Jian Wu, Jiang Li

The growth of scientific papers in the past decades calls for effective claim extraction tools to automatically and accurately locate key claims from unstructured text. Such claims will benefit content-wise aggregated exploration of scientific knowledge beyond the metadata level. One challenge of building such a model is how to effectively use limited labeled training data. In this paper, we compared transfer learning and contrastive learning frameworks in terms of performance, time and training data size. We found contrastive learning has better performance at a lower cost of data across all models. Our contrastive-learning-based model ClaimDistiller has the highest performance, boosting …
