The term openwashing originated in 2009, when Michelle Thorne coined and defined it as the process of “spin[ning] a product or company as open, although it is not.” The term has since become more commonplace around scholars and practitioners, who sometimes call out acts of openwashing to signal that despite claims suggesting otherwise, a product, service, or company does not fulfill requirements to be Open.

Universities are attempting to ensure that all of their research is publicly accessible because of funding mandates. Many universities have established campus open access (OA) repositories but are struggling with how to upload millions of manuscripts under numerous license agreements while also linking metadata to make them discoverable. To do this manually requires around 15 minutes per manuscript from an experienced librarian. The time and cost to do this campus-wide is prohibitive. In fall 2017, we initiated a migration of the University of Western Ontario’s 32 library-hosted journals from the bepress Digital Commons platform to the Open Journal Systems (OJS) platform. This was a response to concerns expressed by librarians and journal editors regarding potential implications of Elsevier’s August 2017 acquisition of bepress, including the possibility that Elsevier might place ads on their journal pages or increase fees for journal-hosting services. Our goal was to mitigate those concerns by ensuring that Western Libraries’ journal platform remained as open and community-driven as possible. Libraries and university presses coexist in a complex and increasingly consolidated scholarly communication ecosystem. Each brings different strengths, values, and viewpoints that can inform and enrich a joint project. In this paper we discuss potential barriers to and benefits of collaboration between academic libraries and university presses and introduce a case study of such a collaboration: the Open Textbook Toolkit. INTRODUCTION Academic libraries have the privilege of serving many roles in the lives of their institutions. One role that is largely untapped is their ability to actively leverage their collections to support faculty teaching and to reduce student out-of-pocket costs by eliminating systemic double payment for course materials. Print publishing relies on enclosure of information in a physical object (book). The digital environment potentially increases access (online journals). Publishers, however, can implement control beyond that which is possible in a print world; for example, license agreements that try to restrict user rights such as fair dealing. Open access is an increasingly popular publishing option, and represents a progressive application of technology and alternatives to traditional intellectual property. This moderated panel discussion with University of Western Ontario scholars, is an introduction to the origins of problems in scholarly publishing, current open access initiatives, and educational policies.

Open Textbooks And Provincial Government Policy: A Look At The Issues, Lisa Di Valentino

In 2012, the British Columbia government announced a plan to fund a program that will result in the creation of open access textbooks for 40 lower-year university courses — the first such program in any of the provinces. This paper will argue that Ontario should follow British Columbia’s lead and invest in the development of a project to create and promote the use of open textbooks. The introduction will discuss the concept of open textbooks and the various initiatives and legislation that have been introduced in the United States, and British Columbia’s plan will be described in more detail. Creating And Hosting Student-Run Research Journals: A Case Study, Adrian K. Ho

This case study aims to examine an academic library’s roles in facilitating the creation and hosting of open access student-run research journals. In addition to providing an online platform to host the journals, the library acquaints students with scholarly publishing, assists them in securing various resources available on campus, and offers support for content management. There are challenges and opportunities for the library as it undertakes the responsibility of hosting student journals. The article concludes with a discussion of possible topics for future research.

Supporting Alternative Incentive Mechanisms For Digital Content: A Comparison Of Canadian And Us Policy, Michael B. Mcnally

This paper compares the Government of Canada’s copyright focused approach for encouraging the production of digital content with the U.S. Government’s adoption of a range of incentive systems for the production of content through a content analysis of government policy papers. The first part of the paper examines Canadian policy outlined in the Improving Canada’s Digital Advantage consultation paper and the proposed amendments to the Copyright Act (Bill C-32). At Queensland University of Technology (QUT) in Brisbane Australia, PhD and Masters by Research candidates are required to deposit both print and digital copies of their theses and dissertations. The fulltext of these digital theses is then made freely available online via the Australian Digital Thesis (ADT) collection. Management of copyright issues has been a major headache and workload problem for the Library: there are many parties involved in the deposit process, and the lack of a common understanding about the rights and responsibilities of the various stakeholders has made the process very complex and time consuming.
