In 1906, sociologist Georg Simmel wrote that secrecy «secures, so to speak, the possibility of a second world alongside of the obvious world»[2]. In this article, I explore Simmel's second world of secrecy and its relationship to Information and Communications Technology (ICT). Technology is often thought of as «autonomous»[3], independent of human influence, and ethically neutral[4]. Through various examples, I hope to convince my readers that it is also political, and assists in not only maintaining freedom of information and expression, but secrecy as the consciously willed or intentional concealment of information[5]. The cause or causes of Colony Collapse Disorder (CCD) are uncertain. CCD defines specific characteristics of the nationwide deaths of honey bee colonies in the last decade. Adult bees often disappear from the hive and die, leaving the colony weak and vulnerable to disease. Environmental scientists and agriculturalists have developed many different theories about CCD and its origins. The different theories create challenges regarding the effective dissemination of information about CCD to the different realms of public information seekers. The following research takes a mixed method approach to understanding the information landscape of a wicked problem. Wicked problems are defined as being uncertain in cause, having many stakeholders with conflicting interests, and inevitably have no foreseeable solution. Through the study a framework is implemented that assesses a portion of the landscape of colony collapse disorder information from the federal government via the web. Using a government information valuation framework that takes into account a spectrum of citizen user needs, the research was able to look at the information content within the context of the public sphere and to apply …
