Rare earth minerals contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as Blackberries, and satellites. The U.S. has some rare earth resources, but is heavily dependent on access to them from from Afghanistan, Bolivia, and China. This report, supported by a Social Sciences and Humanities Research Council (SSHRC) Knowledge Synthesis Grant, critically examines the role of universities in transmitting knowledge in the forms of technology transfer mechanisms, intellectual property agreements and other knowledge diffusion policies. In reviewing and synthesizing the recent literature on the topic, we seek to provide some initial evidence-based policy recommendations in order to generally strengthen Canada‘s innovation ecosystem and more specifically to maximize the return on the nation‘s investment in higher education research and development.

The “gate keepers” oversee the enforcement of the rules, set by the university, for those seeking tenure. This elite club decides what counts, how it is completed and evaluated, and where to set the equity bar. The pre-tenured librarian expects to be treated with openness and fairness but may be met with bias and secrecy. Without a network or mentoring system many early-career librarians are not reappointed, are denied tenure, and become dropouts in the last year of the tenure process.

In 2012, the British Columbia government announced a plan to fund a program that will result in the creation of open access textbooks for 40 lower-year university courses — the first such program in any of the provinces. output, including in the emerging field of nanotechnology. In nanotechnology, bibliometric measures

based on citations also indicate improvements in the research impacts of Chinese scientific papers. The

purpose of this paper is to examine the effects of international collaboration, including the role of

knowledge moderation through Chinese researchers who collaborate in both domestic and

international scientific cooperation, on the impacts of Chinese nanotechnology research publications.

Over the last two decades the scientific community has witnessed unprecedented growth of nanotechnology research in Canada. Although recent studies have shown that Canada consistently maintains a position in the first tier of productive countries in terms of its share of the world’s nano-publications, a number of key questions remain unanswered. Using a unique nano-related publication dataset, this paper combines bibliometric analysis and science overlay mapping to visualize the ‘invisible college’ of Canadian nano research. The present analysis finds that the rapid growth of nanotechnology research in Canada is, for the most part, externally driven. In recent years, research content …
