Thoughts On American Manufacturing Decline And Revitalization, Timothy J. Bartik

The recent decline in American manufacturing probably reflects long-run problems. A sensible approach to revitalizing American manufacturing would focus on overcoming inefficiencies in the development of manufacturing, such as problems in small- and medium-sized manufacturers getting information about deploying new technologies. This approach to revitalizing manufacturing can best be implemented through federal efforts to encourage and support state and local economic development policies that help enhance manufacturing productivity. A decentralized approach to the revitalization of manufacturing encourages a variety of creative policies, is adaptable to local conditions, and is consistent with American political traditions.

California is home to the world's largest movie clusters. It grew out of the need to extend beyond New York's confined environment. The opportunities that lay ahead were carefully planned and exploited. The purpose of this work is to identify both the obstacles and successful strategies of mill redevelopment in rural Massachusetts. While redevelopment has occurred in the historic industrial corridors of the Blackstone and Merrimac rivers, it has been largely absent in rural areas of Massachusetts. Therefore, the goal of this paper is to explain the forces that have acted as a catalyst for mill redevelopment in these areas, and examine why that has not occurred in rural New England. Our research has found that there are several obstacles that exist in rural areas that make mill redevelopment particularly challenging. However, …

In the course of preparing this paper, which initially focused solely on identifying the impacts of input-output analysis on geography, a much broader perspective on the impacts of Walter Isard on geography ultimately emerged. In the tradition of input-output analysis, these impacts are grouped into direct, indirect, and induced effects, and summarized under the heading of influence. Walter Isard touched the lives of many through personal relationships, books and articles, and an energetic devotion to and enthusiasm for the creation of a regional science association. A substantial literature considers migration of the poor, mostly focusing on the relative importance of welfare programs versus labor market opportunities in the migration decisions of the poor. Likewise, a growing literature investigates the effect of changes in the minimum wage on U.S. poverty, focusing exclusively on the federal minimum wage. These two literatures have not intersected to examine how minimum wage laws influence migration decisions of the poor. Real federal minimum wages, minimum wage coverage, and state minimum wage laws all vary spatially. Estimating The Impact Of The Local Health Care Sector On A Rural Economy Using An Implan Based Sam, David W. Hughes, Tom Walker

An IMPLAN-based social accounting matrix (SAM) is used to estimate health care sector impacts on the Morgan County (West Virginia) economy. The SAM is a hybrid of the IMPLAN-SAM, which has an inadequate linkage between industry payments to workers and resulting household spending. An income distribution matrix provides this linkage. This matrix is based on the 1990 Census Public Use Microdata dataset for money payments and on a variety of data sources that account for the distribution of non-money income. Output multipliers and results of a local hospital impact scenario are compared between the original and reformulated models.

Economically speaking, the 21st century has been a good one for Hampton Roads. By many measures – especially growth in employment and income – Hampton Roads now leads the Commonwealth of Virginia. The war in Iraq had a remarkably small negative impact on the region’s economy. Reversing the trend of the 1990s, defense expenditures have become a more important part of the region’s economy.
