While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

This study was commissioned by the Community Partnership for Arts and Culture (CPAC)as a starting point for gaining a deeper understanding of the different sectors of the Cleveland arts scene in Cuyahoga county. Its objective is to understand the Cleveland Music Sector, delineate its components, learn its dynamics, and assess the economic impact of music events and venues in Cuyahoga county.

[Excerpt] This is a paper on labor markets. Why are labor markets important to economic development? Many individuals and institutions, including the World Bank and the regional development banks, seek “a world free of poverty.” Broadly speaking, those who are poor are poor because 1) they earn little from the work they do, 2) the societies in which they live are too poor to provide them with substantial goods and services by virtue of their citizenship or residency, and 3) the poor are not permitted to move to richer countries. States have begun to use training subsidies as a policy tool for employment retention and business competitiveness. This paper summarizes a survey of states concerning their investments in incumbent worker training. Altogether, states are investing about $550 to $800 million, which is perhaps one percent or less of total private sector training costs. The paper further discusses a study conducted for one state in which we found significant fiscal returns implying that underinvestment of public funds for incumbent worker training may be occurring. This article examines the public–private partnerships' (PPPs') processes, governance structures, financing, and promotion strategies through tax increment reinvestment zones' (TIRZs') provision in various projects and their impacts in the City of Houston, Texas. In conclusion, the analysis delineates the policy implication of using PPPs or TIRZs as a government reinvention tool in public service delivery in the 21st century and recommends how to implement successful partnerships.

Thoughts On American Manufacturing Decline And Revitalization, Timothy Bartik

The recent decline in American manufacturing probably reflects long-run problems. A sensible approach to revitalizing American manufacturing would focus on overcoming inefficiencies in the development of manufacturing, such as problems in small- and medium-sized manufacturers getting information about deploying new technologies. This approach to revitalizing manufacturing can best be implemented through federal efforts to encourage and support state and local economic development policies that help enhance manufacturing productivity. A decentralized approach to the revitalization of manufacturing encourages a variety of creative policies, is adaptable to local conditions, and is consistent with American political traditions.

Who Benefits From State And Local Economic Development Policies?, Timothy Bartik

Bartik reviews evidence on whether state and local policies affect job growth. He then presents empirical data supporting the intentions of such programs, showing that job growth may lead to a number of positive long-term effects including: lower unemployment, higher labor force participation, higher real estate values, and better occupational opportunities. He also shows that the earnings gains to disadvantaged groups outweigh the resulting increased real estate values for property owners, and concludes by saying that regional competition for jobs may actually be a benefit for the nation as a whole.
