This is one of three policy action papers prepared as part of the Stay-at-Work/Return-to-Work Policy Collaborative, an initiative funded by the Office of Disability Employment Policy in the U.S. Department of Labor. Each year, millions of workers in the United States lose their jobs or leave the workforce because of a medical condition. Keeping these workers in the labor force could help them stay productive, maintain their standard of living, and avoid dependency on government programs. In this paper, we suggest policies and practices that would encourage employers to retain or hire these workers, and we include specific recommendations for …

An estimated 6.7 million individuals in the United States are between the ages of 16 and 24 and are not employed, not in school, and have not earned a postsecondary credential. This paper examines the extent to which sectoral initiatives, which operate on the demand side of the labor market, can play a role in facilitating pathways into productive careers for these individuals, who we refer to in the paper as opportunity youth (OY). States have begun to use training subsidies as a policy tool for employment retention and business competitiveness. This paper summarizes a survey of states concerning their investments in incumbent worker training. Altogether, states are investing about $550 to $800 million, which is perhaps one percent or less of total private sector training costs. The paper further discusses a study conducted for one state in which we found significant fiscal returns implying that underinvestment of public funds for incumbent worker training may be occurring. Hollenbeck, using a combined qualitative/quantitative approach, estimates the linkage between workplace literacy programs and the reason for their existence - increased productivity requirements. He utilizes in-depth case studies as well as a large database to look at the costs and benefits of such programs, also the determining factors for why firms choose to implement literacy programs.
