The research examines evaluations conducted in bilateral and multilateral development organizations considering programs that are funded by governments or international organizations. The Egyptian Government partners with development partners to receive technical assistance in various fields, such as industrial development, technical education, environmental protection, health improvement and refugees’ empowerment. The thesis explores the interlinkage between the development goals and the results framework to achieve sustainable development goals (SDGs). It then goes on to examine the evolution of the function of evaluation and its historical development into becoming a standalone field that serves the decision making, extension and expansion of interventions. This study examines the relevance and adequacy of Malawi’s youth development policies and programs for the country’s young people. The youth of Malawi face a systemic burden including poor coordination of their policies, strategies and programs; inadequate funding; misappropriation of funds; and politicization of their programs. Ending all forms of discrimination against women and girls is not only a basic human right, but also crucial to accelerating sustainable development. The very first target of Goal 5. 1.1 calls to end all forms of discrimination against all women and girls everywhere and the indicator for the goal is: “Whether or not legal frameworks are in place to promote, enforce and monitor equality and non-discrimination on the basis of sex”. We conduct a critical discourse analysis of the extent to which Sustainable Development Goal 4, “to ensure inclusive and equitable quality education for all and promote lifelong learning,” promotes a utilitarian and/or transformative approach to education. Our findings show that despite transformative language used throughout the Agenda, the SDGs primarily espouse a pro-growth model of development and a utilitarian approach to education. We conclude that for SDG 4 to truly contribute to sustainable development and transformation, there must be a shift in the dominant educational discourse so that issues of social and environmental justice are placed at the heart of …
