Using demographic, social, and economic information from the US Census Bureau, this study portrays the current conditions of Puerto Rico’s Coffee Region. There is evidence for the decline of the overall population in Puerto Rico, specifically younger groups, while women are economically disadvantaged in this region. Although there has been significant decline in the agricultural sector as a percentage of GDP, coffee holds significant potential to improve overall economic growth in the region.

Incrementalism is a growing movement within multiple design disciplines that approaches design with sustainable, social, and resilient aims structured around participatory, infrastructural, and phased approaches to design. Carefully considered structural and independent infrastructural frameworks allow infill and accretion according to the demands and needs of individuals and communities. This paper outlines the theories, case studies, and conditions driving incrementalism. Many aspects of western water allocation and management are the product of independent and uncoordinated actions, several occurring a century or more ago. However, in this modern era of water scarcity, it is increasingly acknowledged that more coordinated and deliberate decision-making is necessary for effectively balancing environmental, social, and economic objectives. In recent years, a variety of forums, processes, and tools have emerged to better manage the connections between regions, sectors, and publics linked by shared water systems. This conference focused on the legal rights associated with a broad range of public uses and interests in water including recreation, fish and wildlife protection, and water quality. Evolving legal areas such as the public trust doctrine, instream flow laws, federal reserved rights, and wetlands protection were discussed.
