Recent U.S. high consequence events have made clear the importance of government collaboration with industry. The benefits of such collaboration were clearly seen as a lesson from Hurricane Katrina. The resources owned and controlled by American industry dwarf those available to local, state and even the federal government departments. Better agreements and incentives to bring the full capabilities of industry squarely into the national response agenda will be indispensable in effectively responding to large-scale catastrophes. Assessment is a vital component of any program or initiative in terms of monitoring and strengthening its impact. Assessment involves establishing outcomes (programmatic, learning, etc.), verifying that efforts are aligned with those outcomes, assessing impact, and “closing the loop” by using what is learned to make improvements. This presentation focused on characteristics of quality assessment, such as the need for it to be valid, reliable, actionable, and efficient. This dissertation uses historical analysis to understand the political and social conditions that allowed for the creation of a cabinet-level Department of Education when many congressional representatives, state governments, and citizens of the United States were ideologically against federal involvement in education. A cabinet-level Department of Education posed problems for the United States because nowhere in the nation’s Constitution is education mentioned, thus leaving education to be a function of the states according to the 10th Amendment. Eight case studies across New England offer understanding of the role of the creative economy in the community and economic development of rural towns and small cities. The cases include Providence and Pawtucket, RI; Burlington, VT; and Portland, Bangor, Norway, Dover-Foxcroft, and the St. John Valley, ME. Ten elements or “building blocks” are observed to be important, leading to an explanatory model for the development of the creative economy in small communities. In the United States, nursing programs are commonly evaluated by their graduates success on the National Council Licensure Examination for Registered Nurses (NCLEX-RN). The purpose of this paper is to describe a change in NCLEX-RN success rates following the addition of standardized exams throughout our program's curriculum, and to compare these exam scores between graduates who pass NCLEX-RN and those who do not. Our results indicate an 8.5% change (p < 0.000) in the NCLEX-RN pass rate from our previous 5-year mean pass rate, and significant differences in standardized test scores for those who pass the NCLEX-RN compared to those who do not (p < 0.03). We conclude that our selected standardized exam scores are able to significantly identify graduates who are more likely to pass NCLEX-RN than not.

Educational reform has brought great improvements in educational outcomes for Massachusetts students. In the past decade, achievement scores have risen for all students in Massachusetts; today the Commonwealth ranks first among all states in the overall National Assessment of Educational Progress (NAEP) scores. However, it also ranks among the five states with the widest “gap” in achievement between white and Latino students in both NAEP Math and Reading. These gaps in achievement show that the benefits are not reaching all children. Latinos especially, but also African American children, are often left behind in a state with excellent academic institutions. Examining …

In this chapter, we make the case for using The Autobiography of Malcolm X to teach introductory sociology classes. While The Autobiography of Malcolm X is an autobiography and not a novel, we summarize the literature on using novels in sociology and compare this literature to our own experiences using autobiographies in the classroom. We then describe how autobiographies are particularly helpful for introducing students to the concept of the ‘‘sociological imagination’’ before highlighting this with an in-class exercise. The Effective Pre-school and Primary Education 3-11 project (EPPE 3-11) has studied pre-school and primary school experiences for a national sample of approximately 2,800 children in England between the ages of 3 and 11 years. This Research Brief summarises the key findings up to the end of primary school. It focuses on the relationships between child, family, home, pre-school and primary school characteristics and pupils' subsequent cognitive (Reading/English and Mathematics) and social/behavioural outcomes ('Self-regulation', 'Pro-social' behaviour, 'Hyperacti vity' and 'Anti-social' behaviour) at ages 10 and 11 in Years 5 and 6 of primary school. Objective To identify risk factors for HIV infection among young women aged 15-24 years reporting one lifetime partner in South Africa. Design In 2003, we conducted a nationally representative household survey of sexual behaviour and HIV testing among 11 904 young people aged 15-24 years in South Africa. This analysis focuses on the subset of sexually experienced young women with only one reported lifetime sex partner (n = 1708). Methods Using the proximate determinants framework and the published literature we identified factors associated with HIV in young women. This paper presents the scientific evidence from one study that has informed Early Years policy in the U.K. It begins with a description of the policy context in the early 1990s and shows how research was used to inform a decade of policy innovation. There have been many studies of ways that research has informed practice but fewer on instances of research shaping policy. This paper is one step in that direction, as advocated by Whitty (2007) and Huw, Nutley and Smith (2001).

HIV/AIDS continues to spread among children, youth, and young adults across all racial, ethnic, and cultural populations, including those with disabilities. This article considers information on HIV/AIDS such as individuals' health-risk behaviors, environmental circumstances, and perceptions that may contribute to HIV-infection; how disability characteristics, and cultural traits and values impact school-based HIV/AIDS prevention programs; and, culturally competent instructional considerations that acknowledge these variables.

Ability Grouping And Academic Inequality: Evidence From Trinidad And Tobago, Clement (Kirabo) Jackson

In Trinidad and Tobago students are assigned to secondary schools after fifth grade based on achievement tests, generating large differences in school and peer quality. Using instrumental variables to address self-selection bias, I find that being assigned to a school with high-achieving peers has large positive effects on examination performance, particularly for girls. This suggests that ability grouping (or school tracking) reinforces achievement differences by assigning the weakest students to schools that provide the least value-added. While students benefit from attending schools with brighter peers on average, the marginal effect is non-linear such that there are small benefits to attending …

Teaching Students And Teaching Each Other: The Importance Of Peer Learning For Teachers (With Elias Bruegmann), Clement (Kirabo) Jackson

Using student examination data linked to longitudinal teacher personnel data we document that a teacher’s students have larger test score gains when she experiences an improvement in the observable characteristics of her colleagues. Using within-school and within-teacher variation, we further show that a teacher’s students have larger test score gains when she has more effective colleagues (based on their own students’ achievement gains from an out-of-sample pre-period). A one standard deviation increase in average teacher peer quality is associated with an increase of 0.02 and 0.04 standard deviations in student test scores in reading and math respectively (about one third …
