Resource Use Under Climate Stabilization: Can Nuclear Power Provide Clean Energy?, Ujjayant N. Chakravorty, Bertrand Magne, Michel Moreaux

The long-term goal of the Intergovernmental Panel on Climate Change (IPCC) is the stabilization of carbon concentration in the atmosphere. In this paper, we impose a carbon target concentration on a partial equilibrium model of the global energy sector. Specifically, we ask whether nuclear power can provide carbon-free energy as fossil fuel resources become costly due to scarcity and externality costs. We find that nuclear power can reduce the cost of generating clean energy significantly and relatively quickly. However, beyond a few decades the role of nuclear power may be considerably reduced as uranium becomes scarce and renewables become economical. …

Cycles In Nonrenewable Resource Prices With Pollution And Learning-By-Doing, Ujjayant N. Chakravorty, Andrew Leach, Michel Moreaux

We study how environmental regulation in the form of a cap on aggregate emissions from a fossil fuel (e.g., coal) interacts with the arrival of a clean substitute (e.g., solar energy). The cost of the substitute is assumed to decrease with cumulative use because of learning-by-doing. We show that optimal energy prices may initially increase because of pollution regulation, but fall due to learning, and rise again because of scarcity of the resource, finally falling after transition to the clean substitute. Thus nonrenewable resource prices may exhibit cyclical behavior even in a purely deterministic setting.

This article examines experiences of a Black woman full professor, and the benefits and privileges associated with reaching this rank. Its purpose is to leave little room for conjecture about the rank and those who have earned it. Using critical race theory and a critical race feminism framework coupled with the concept of the miner’s canary, we suggest that by examining the experiences of Black women full professors we can gain an understanding of the role of full professors in academe and the systemic issues prohibiting their promotion to the highest rank of the professoriate. VAT reform constituted the most important tax policy action China took during the global financial crisis in 2008-9. If China had had a more typical tax structure, this specific policy instrument (as well as certain others) would not have been available. Conversely, because of the idiosyncrasies of China’s current tax structure, some of the policy measures commonly deployed in other countries also cannot be used. In comparing China and Europe in the tax policies adopted since 2008, therefore, major differences in prior tax structures must be taken into account. To date it can be seen across all areas of economic development, including factors of competitiveness and competitive advantage, to the attraction and retention of talent. Data are proliferating far faster than they can be captured, managed, or stored. What types of data are most likely to be used and reused, by whom, and for what purposes? Answers to these questions will inform information policy and the design of digital libraries.
We report findings from semi-structured interviews and field observations to investigate characteristics of data use and reuse and how those characteristics vary within and between scientific communities. The two communities studied are the researchers at the Center for Embedded Network Sensing (CENS) and users of the Sloan Digital Sky Survey (SDSS) data. We found that …
