Borrowing from the work of political theorists Sheldon Wolin and William Connolly, this essay seeks to provide additional rationalization for the expansion of accounting within domains like the public sector. We suggest that such an expansion is intimately linked to social and cultural transitions which have led political theorists to not only question modern political theory but to also recognize the political significance of practices like accounting to political theory. We contend that these same transitions also make possible expansions of accounting through NewPublicManagement (NPM) initiatives like the U.S.'s NationalPerformanceReview (NPR). Nevada, the state most affected by the Great Recession of 2008, faced one of the nation's worst state budget shortfalls in 2011. This presentation examines state budget drivers, including constitutional requirements, tax and spending limitations, federal statutes, demographics, and the resulting policy choices to evaluate how state-level decisions affect local jurisdictions that continue to cope with lower property values, foreclosures, and high unemployment. It will also discuss longer term challenges including rising health care costs and retiree pensions as well as issues surrounding implementation of the Affordable Care Act.

Archival data from a cross-sectional survey of two cohorts of community residing New Zealand adults (n = 157; n = 141) was analysed to examine social attitudes towards people with mental illness in a historical period associated with the establishment of a community mental health facility. Participants completed the Opinions about Mental Illness (OMI; Cohen & Struening, 1959), and the Comfort in Interaction Scale (CI, Beckwith & Mathews, 1994); the latter a measure of level of prior contact with people with mental illness. Across cohorts, the OMI Mental Hygiene subscale and the CI scale had significant variability. Older participants endorsed …

Past research on social policy in Latin America has primarily focused on how each countries' policies were formed, the institutional framework that bred the policies, or the economic constraints that necessitated certain reforms. Little work has been done to examine the effects those policies have had on the populace. This thesis attempts to determine if there is a relationship between social spending and satisfaction with democracy. The research takes two forms. First I present case studies of Brazil, Ecuador, and Venezuela. The second is an ordered logit hierarchical linear model utilizing survey responses from the 2005 Latinobarometer survey. In total …

The Workgroup on public education was brought together to formulate an international perspective on public education for the important public health challenge of increasing colorectal cancer screening. The focus of the group did not include professional education, which is an important channel for public education, since another Workgroup covered that topic. The results of the Workgroup represent an expression of expert opinion and did not include a comprehensive review of the literature. However, the recommendations for further research may stimulate a more in-depth examination of the literature in some areas and generate ideas for investigation.

Historically, juvenile justice in the United States has been the responsibility of state governments with limited federal support. There is a notable gap in the empirical literature on factors that affect funding policies for state juvenile justice programs. In this dissertation research, I used two theoretical perspectives to examine determinants of juvenile justice spending: economic theory on intergovernmental aid and tenets of the Politics of Social Order Framework, developed by Stucky, Heimer, and Lang (2007) to investigate corrections spending. Oil and gas development and hydraulic fracturing have received enormous attention over the past few years, and most of that attention has focused on the potential impacts of such development on water quality. However, the potential impacts on air quality from oil and gas development have received far less public and media attention and discussion. This two-hour program will assess the current scientific knowledge, regulatory requirements and policies regarding the impacts on air quality from oil and gas development and will address current initiatives at the state and national levels to further regulate and control those impacts.

The Federal Transit Administration (FTA) is a branch of the U.S. Department of Transportation that administers federal funds and provides technical assistance for the support of locally operated public transit systems. MARTA / Atlanta metro area are part of FTA Region IV (the Southeast). FTA would be involved, for instance, in financing the federal grant monies discussed above. But actual regulation of operations (i.e., what MARTA does each day, or what MARTA will plan to do regionally) is more closely regulated by Georgia agencies.

Purpose - The aim of this paper is to study the workings of commercial orientation, with a focus on performance management, in an environment that is characterised by limited competition between the public and the private sectors and a high level of government social responsibility. Design/methodology/approach - An interpretive case study approach is adopted for this study. It draws on primary data from interviews with key personnel in public sector organisations, and on secondary data from government publications such as annual reports and budget papers. During the first New Zealand and South Seas Exhibition in 1889-1890 there were numerous musical events designed to prove New Zealand's position culturally and socially on the world stage.
