Does Health Capital Have Differential Effects On Economic Growth?, Arusha V. Cooray

Investigating the impact of health capital disaggregated by gender on economic growth in a sample of 210 countries over the 1990-2008 period, this study suggests that the influence of health capital across countries cannot be generalised. Results for the full sample indicate that health capital does not have a robust and significant effect on economic growth unless through their interactions with health expenditure and education. The results disaggregated by income group reveal that health capital has a positive robust influence on economic growth in high and upper middle income economies. The Commonwealth Seniors Health Card (CSHC) is a key element of a suite of benefits for Australia's 'self-funded retirees'. Its main component is a pharmaceutical concession, which is analysed as a form of public health insurance. The utility gain through risk-pooling is found to be negligible under conservative assumptions. The deadweight loss through moral hazard may be considerable. Finally, the CSHC may be seen as an inequitable transfer, because CSHC holders are a particularly wealthy population.

· Systems that provide services to children tend to operate in silos; foundations can play a role in helping bridge these silos by supporting “systems building” efforts.

· Using examples from two foundations and two communities, this article explores the challenges and lessons learned in systems building work.

· Educating grantees and other community members about systems and systems building is a critical first step in the process.

· Supporting systems building requires an iterative process and foundations should continuously reinforce the importance of systems building activities.
