The Massachusetts Jobs Council, the Governor’s principal advisory board on workforce development, established the Blue Ribbon Commission on Older Workers in 1997 to analyze the labor market for older workers in the Commonwealth and to recommend policies to improve the economic status of the older labor force. The Commission held numerous hearings, town meetings, and focus groups to solicit the views of older workers, employers, labor organizations, and training professionals, and it reviewed the findings of extensive research on older workers in Massachusetts.

This report is an employment analysis that will be complemented by an examination of the annual earnings of Illinois adults (18-64) by educational attainment in 2005 with separate breakouts of the data for men and women, and comparisons of the findings for Illinois with those for the entire U.S. The findings are based on a wide array of data sources on Illinois adults for varying time periods. Following the end of the 1990s national labor market boom in early 2001, the labor market for the teens of the nation deteriorated considerably over the next four years. Employment opportunities fell far more sharply for teens than for any other age group, and they have not improved to any substantive degree over the past three years (2004-2006) despite renewed wage and salary job growth across the country. The overall teen employment rate (36.6%) in the past three years (2004-2006) was the lowest in the past 60 years.

In a previous research report in this series, the findings of the American Community Surveys for calendar years 2003 and 2004 were used to produce a detailed profile of the size and demographic/ socioeconomic characteristics of the 16-74 year old disabled population of the state. Comparisons of the findings for Massachusetts were made with those for the New England region and the U.S. Projections were made of the future size of the 55-74 year old disabled population in the state, and the implications of these projections for the vocational rehabilitation and workforce development systems of the state were briefly assessed. …

This paper is designed to identify and estimate some of the most important fiscal impacts of high school dropouts on both the Massachusetts state budget and property tax receipts at the local level in recent years. At the state level, we will estimate annual tax payments by 18-64 year old adults in selected educational attainment groups for each of the following three tax revenue sources: the state personal income tax, state sales taxes, and unemployment insurance/worker compensation taxes. Young Black males have experienced severe difficulties in finding any type of employment and those with no post-secondary schooling face a bleak economic future in the absence of substantive effective policy responses to their human capital problems. The paper will begin with a brief review of the employment concepts and measures underlying all of the employment estimates appearing in this paper and the data sources used to generate these teen employment rate estimates. Trends in the employment rates of the teens of the nation from the summer of 1979 through the summer of 2005 will be presented and analyzed. We will show that the summer 2005 employment rate for teens tied the summer of 2004 as the lowest on record since 1948 when the national, CPS historical employment data series for teens begins. During the past few years, the Center for Labor Market Studies of Northeastern University has been engaged in a diverse array of research activities focused on changing labor market conditions for the teens of the nation and young adults (those 16-24 years old) from the late 1980s to the present. Employment rates for teens fell considerably from 2000 through 2004 and remained at low levels for most of the past two years despite relatively strong overall job growth. The deterioration of national labor market conditions has accelerated the collapse of the teen job market across the country. Teen employment rates have been declining sharply since the fall of 2006, well before the national job market began to deteriorate, and the drop has accelerated in recent months.

Adults who leave school before graduating from high school with a regular diploma will experience a wide array of adverse labor market, economic, health, and social consequences over their entire lifetime. They will be employed less often, receive lower hourly wages, and earn far less than their better educated peers over their working lives. As a result of their higher levels of joblessness and lower annual incomes, adult dropouts will pay less in payroll and income taxes (state and federal) and receive considerably more cash and in-kind transfer assistance (food stamps, Medicaid health insurance, rental subsidies) from the state and …

The labor market for the teens of the nation weakened considerably during the first six months of this year despite continued employment growth for older working age adults. The seasonally adjusted teen employment rate during the January-June period of 2007 was nearly two full percentage points below its value during the same six month period in 2006.
