The Ethical Implications Of Bartering For Mental Health Services: Examining Interdisciplinary Ethical Standards, Joel A. Lane
The Ethical Implications Of Bartering For Mental Health Services: Examining Interdisciplinary Ethical Standards, Joel A. Lane
Counselor Education Faculty Publications and Presentations
The present paper discusses literature concerning the practice of bartering for counseling, psychological, or social work services in lieu of traditional monetary payment. The author contrasts the language concerning the practice of bartering found in the respective ethical codes for each profession, and presents literature describing both risks and potential benefits of bartering arrangements. The primary risks of bartering include liability concerns and the potential for harmful or exploitive dual relationships. The primary benefits are that bartering makes mental health services available to those who cannot afford traditional fees, and allows for a culturally relevant compensation method for those whose …
Apprenticeship Needs Assessment In Heavy Highway Construction Workforce, Maura Kelly, Lindsey Wilkinson
Apprenticeship Needs Assessment In Heavy Highway Construction Workforce, Maura Kelly, Lindsey Wilkinson
Sociology Faculty Publications and Presentations
To gain an understanding of the reasons that women and men of color are not retained in apprenticeships relevant to the heavy highway trades at the same rate as are white men. Particular attention shall be focused on the reasons that apprentices refuse job assignments/dispatches, leave assignments before the contractor’s job is finished, and retention in the third period of apprenticeships. Differences in motivations, the nature of obstacles faced and the type and effectiveness of particular supports to affect retention rates shall be considered, with attention to the potentially different experience of people in different trades and regions, as well …

Suicide Mortality Risk In The United States By Sex And Age Groups, Hyeyoung Woo, Jarron M. Saint Onge, Daniel Standridge
Sociology Faculty Publications and Presentations
Overall individual health has been critically improved over the last century in the United States. However, among the leading causes of death, only suicide rates show a significant increase in recent decades and the increases have been even greater among females. This study is designed to better understand adult suicide mortality risk by sex and age groups using data from the National Health Interview Surveys linked to mortality information from the National Death Index (1986-2006). Our results from Cox proportional hazard models confirm that the social patterns in suicide mortality differ by sex: strong associations of education, marriage and bed …
A Comparative Linguistic Study Between Sicilian And Spanish (Estudio Lingüístico-Comparativo Del Siciliano Y El Español), Eva NúÑEz-MéNdez, Raven Chakerian
A Comparative Linguistic Study Between Sicilian And Spanish (Estudio Lingüístico-Comparativo Del Siciliano Y El Español), Eva NúÑEz-MéNdez, Raven Chakerian
World Languages and Literatures Faculty Publications and Presentations
This study proposes a linguistic-comparative analysis of both Spanish and Sicilian. While numerous linguistic studies have been done on Romantic languages, very few deal with Sicilian, isolated as a dialect of Italian. According to some linguists, Sicilian, as well as Sardinian (spoken in Sardinia), is not a dialect but an independent language per se. It lost its language status when the Italian parliament decided to assign a national language. This research, independently of Sicilian being a language or a dialect, analyses the most important phonetic, lexical, spelling and morphological differences with his sister-language, Spanish. At the same time, some parallelisms …

Fundaments Of Morfo-Syntactical Ergativity (Fundamentos De Ergatividad Morfológico-Sintáctica), Eva Núñez-Méndez
World Languages and Literatures Faculty Publications and Presentations
The main goal of this research paper is to clarify the concept of ergativity, which has been used as a modern term in recent grammar studies, from a morpholo gicalsyntactical approach. This term, nonexistent in the traditional linguistic studies on romance languages, has been newly applied to values of transitivity where the participant roles in the action may or may not have the agent function. latin and his daughter-languages have a syntactical accusative profile where the subject of the action is also the agent, different in form from the direct object. in latin, the correspondence subject-agent is marked morphologically in …

Objective: There is little information about which intimate partner violence (IPV) policies and services assist in the identification of IPV in the emergency department (ED). The objective of this study was to examine the association between a variety of resources and documented IPV diagnoses. Methods: Using billing data assembled from 21 Oregon EDs from 2001 to 2005, we identified patients assigned a discharge diagnosis of IPV. We then surveyed ED directors and nurse managers to gain information about IPV-related policies and services offered by participating hospitals. We combined billing data, survey results and hospital-level variables. Multivariate analysis assessed the likelihood …

The Health And Housing Specialist: An Emerging Job Classification To Support Aging In Place In Subsidized Housing, Paula C. Carder, Jenny Weinstein, Jacklyn Nicole Kohon
Institute on Aging Publications
As the U.S. population ages, the availability of workers with a basic understanding of aging and health-related services has not kept pace. This is true in traditional health care organizations such as hospitals and primary care clinics as well as in long-term care settings and senior housing, including subsidized housing, the focus of this report. Nearly 1.8 million older persons receive some form of publicly-subsidized rental assistance. Some subsidized housing providers, including those that operate buildings designated for older persons, are developing new systems of service delivery that would either coordinate or provide health screenings, physical activity programs, nutrition programs, …

Veblen’S Predator And The Great Crisis, John B. Hall, Iciar Dominguez-Lacasa, Jutta Günther
Economics Faculty Publications and Presentations
With this inquiry we attribute cause for the current and “Great Crisis” to Veblen’s predator. After summarizing origins and manifestations of this crisis we juxtapose Veblen’s emphasis upon the predator to other potential causes for crisis and crises. Noted to have emerged when our stock of human knowledge provided for the creation of surplus, Veblen’s predator is presented as capable of metamorphosis and also driving evolution of our capitalistic system: whether this means emerging as the businessman in the “era of the machine,” or the investment banker promoting a financial metaphysics in the current “era of finance.”

Subreption And Institutional Inquiry: Theoretical Philosophy And Evolutionary Thinking, John B. Hall, Alexander Dunlap
Economics Faculty Publications and Presentations
With this inquiry we respond to William Dugger‘s assertion that ―[s]ubreption is one of the least studied social phenomena of the twentieth century.‖ Our research seeks to fill a gap in the literature by clarifying subreption, and its origins in Philosophy to its importance in social science, and, especially, Institutional Inquiry. We conjecture that Thorstein Veblen borrows form Immanuel Kant‘s understanding of Erschleichung. In this respect, Veblen‘s understanding and use of subreption serves as conduit between its use in Roman law, through Kant‘s understanding, and on to what Veblen later introduces as an approach creatively relied upon by three other, …

The Latino Community In Multnomah County: An Unsettling Profile, Ann Curry-Stevens, Amanda Cross-Hemmer, Coalition Of Communities Of Color
School of Social Work Faculty Publications and Presentations
Our report, "The Latino Community in Multnomah County: An Unsettling Profile" uncovers an array of racial inequities across the systems of income, employment, education, juvenile justice, corrections, child welfare, philanthropic giving, housing, immigration, research practices (particularly population measurement), wealth, health, health insurance coverage, racial harassment, public service and voter registration. These systems maintain our second-class status and serve to limit our current well being and the prospects for a bright future for our children.

The Asian And Pacific Islander Community In Multnomah County: An Unsettling Profile, Ann Curry-Stevens, Coalition Of Communities Of Color
School of Social Work Faculty Publications and Presentations
This report builds on the Communities of Color in Multnomah County: An Unsettling Profile publication in 2010, that provided a comprehensive and comparative study of the inequities facing communities of color, immigrants and refugees. The findings, backed up by accurate and extensive data, are indeed unsettling, highlighting the persistent and in some cases growing disparities facing our communities. We see this as a wake-up call for public officials and policy-makers, and an opportunity for increased partnership and collective action for the advancement of racial equity.
One key recommendation in this report is to improve standards that ensure the disaggregation of …
Application Of An Adaptive Step-Size Algorithm In Models Of Hyperinflation, Olena Kostyshyna
Application Of An Adaptive Step-Size Algorithm In Models Of Hyperinflation, Olena Kostyshyna
Economics Faculty Publications and Presentations
An adaptive step-size algorithm [Kushner and Yin, Stochastic Approximation and Recursive Algorithms and Applications, 2nd ed., New York: Springer-Verlag (2003)] is used to model time-varying learning, and its performance is illustrated in the environment of Marcet and Nicolini [American Economic Review 93 (2003), 1476–1498]. The resulting model gives qualitatively similar results to those of Marcet and Nicolini, and performs quantitatively somewhat better, based on the criterion of mean squared error. The model generates increasing gain during hyperinflations and decreasing gain after hyperinflations end, which matches findings in the data. An agent using this model behaves cautiously when faced …

An efficient multi-modal transportation system that out-performs other international gateway cities will provide a regional. competitive advantage. Achieving this goal requires a strategic plan and a concerted effort based upon access to accurate, timely, relevant data and investment prioritization that maximizes efficient utilization of limited resources. Once a plan is developed, the public must buy-in, a process that involves an educational and information exchange function where public-private benefits are enumerated, understood, and presented to voters, legislative bodies, lobbyist, and state policymakers in a clear, convincing manner. This process applies any time in history but is especially important given the current …

Talent, Place, And Prosperity: Metro Portland's Changing Labor Market And Economic Outlook, Joseph Cortright
Institute of Portland Metropolitan Studies Publications
After three years of a sluggish national economy, it looks as if we may be poised to grow again. Although the Portland economy benefited mightily from the boom of the 19905, it was harder hit than the nation as ? whole during the 2001 recession and the "job-loss" recovery that followed. What is the outlook for growth in the region in the years ahead? In particular, how will our labor market influence growth opportunities? This article examines changes in national and local labor markets and the role of migration in shaping Portland's economic opportunities. It identifies some key challenges and …

Consensus is lacking on specific and policy-relevant measures of neighborhood attributes that may affect health outcomes. To address this limitation, we created small standardized geographic units measuring the transit, commercial, and park area access, intersection, and population density for the Portland, Oregon metropolitan area. Cluster analysis was used to identify six unique urban forms: central city, city periphery, suburb, urban fringe with poor commercial access, urban fringe with pool park access, and satellite city. The urban form information was linkable to the detailed physical activity, health, and socio-demographic data of 2,005 older women without the use of administrative boundaries. Evaluation …

The Implications Of Migration Theory For Distributive Justice, Alexander Sager
The Implications Of Migration Theory For Distributive Justice, Alexander Sager
Philosophy Faculty Publications and Presentations
This paper explores the implications of empirical theories of migration for normative accounts of migration and distributive justice. It examines neo-classical economics, world-systems theory, dual labor market theory, and feminist approaches to migration and contends that neo-classical economic theory in isolation provides an inadequate understanding of migration. Other theories provide a fuller account of how national and global economic, political, and social institutions cause and shape migration flows by actively affecting people's opportunity sets in source countries and by admitting people according to social categories such as class and gender. These empirical theories reveal the causal impact of institutions regulating …

This study provides actionable information about intervening with American Indian/Alaska Native (AI/AN) youth to prevent suicide. Statewide school survey data were used to model the impact of risk and protective factors on self-reported suicide attempts (both AI/AN and non-AI/AN). The cumulative risk and protective model worked similarly for both groups. AI/AN youth had a higher threshold of risk before making a suicide attempt. Protective factors buffered the impact of risk, particularly for the higher risk youth.

Programming decisions by international NGOs operating in the area of development are a function of both humanitarian and pragmatic concerns. Helping communities establish sustainable agricultural cooperatives to address problems of undernutrition, for example, motivates programs implemented by NGOs in the food security sector. But NGOs are strategic actors and must also be attentive to organizational imperatives in regard to funding. These concerns relate to donor preferences and the reality that aid projects must demonstrate tangible results. This paper examines the network of organizations responding to the needs of the one billion people worldwide who live in food insecure environments. We …

Since the 1980s, homelessness has become an increasingly visible and seemingly intransigent part of American society. It affects not only those who experience it directly, as a condition in their own lives, but also a broad spectrum of interests that deal with its effects. One such interest is owners and managers of public land, where homeless individuals commonly seek refuge, sometimes forming communities. Although their business may be transportation, natural resources management, recreation or some other public service, managers of public land are called upon to deal with this complex environmental, legal and human problem. This is a case study …
