The library world is deeply entrenched in the open ethos, yet there are few examples of library publications that engage in open editorial and peer review processes. In this article we discuss the challenges and opportunities posed by the open editorial processes used at In the Library with the Lead Pipe and Code4Lib Journal. To end, we discuss the need to grow open review and editorial processes in library and information science publications.

The goal of this partnership is to determine how a City/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2013‐14 to 2022‐23 school years. The Tigard‐Tualatin School District (TTSD) enrolled 12,341 students in Fall 2012, a decrease of 25 students (0.2 percent) from Fall 2011. This is the fourth consecutive year of K‐12 enrollment loss, but the declines of the most recent two years …

The main body of this report presents Oregon City School District (OCSD) district‐wide and individual school forecasts prepared by the Portland State University Population Research Center (PRC) for the 2012‐13 to 2021‐22 school years. The forecasts were prepared in March, 2012, before the school board’s April 16 vote to close Mt. Pleasant and King Elementary Schools and move 6th grade to middle schools. Therefore, the school forecasts represent the status quo as of March, including forecasts for the closed schools and for middle schools consisting of 7th and 8th grade only. This active, student-based organization is composed of members from the University of Oregon’s School of Architecture and Allied Arts working cooperatively with participants from the UO’s Planning, Public Policy and Management, Landscape Architecture, Geography, and Art departments. Highly technical policy decisions present daunting challenges for democracy. In order to hold public officials accountable, citizens must be able to see how policy decisions stand to affect their interests. If they are unable to do so, they can find themselves exposed to bureaucratic domination through the discretionary power of bureaucrats, scientists, or policy experts. One of the major tasks of empirically informed democratic theory is to analyze and evaluate practices and institutions that use public participation to try to render highly technical public decision-making more accountable to the public, and therefore more legitimate. This presentation shares findings from a qualitative study exploring the experiences of parents of youth and young adults with ASD and service providers. Themes from interviews and focus groups are discussed. The presenters explore the implications of the study for providing services to individuals with ASD in relation to research, policy and practice.

Changes in health behaviors (smoking, physical activity, alcohol consumption, and fruit and vegetable consumption) after diagnosis of chronic health conditions (heart disease, cancer, stroke, respiratory disease, and diabetes) were examined among Canadians aged 50 or older. Results from 12 years of longitudinal data from the Canadian National Population Health Survey indicated relatively modest changes in behavior. Although significant decreases in smoking were observed among all groups except those with respiratory disease, at least 75% of smokers did not quit. No significant changes emerged in the percentage meeting physical activity recommendations, except those with diabetes, or in excessive alcohol consumption, except …

Frailty is a state of decreased physical functioning and a significant complication of ageing. We examined frailty, energy and macronutrient intake, biomarkers of nutritional status and food insufficiency in US older adult (age ≥ 60 years) participants of the Third National Health and Nutrition Examination Survey (4731). Frailty was defined as meeting ≥ 2 and pre-frailty as meeting one of the following four-item criteria: (1) slow walking; (2) muscular weakness; (3) exhaustion and (4) low physical activity. Intake was assessed by 24 h dietary recall. Food insufficiency was self-reported as ‘sometimes’ or ‘often’ not having enough food to eat. Analyses …

Data released in August 2012 from the U.S. Census Bureau’s Small Area Health Insurance Estimates (SAHIE) program show that Oregon continues to have one of highest rates of uninsured residents in the U.S. According to Census estimates, 639,710 or 19.7 percent of Oregonians under age 65 were without health insurance coverage in 2010. For the under-65 population, Oregon’s uninsured rate ranks as the 15^th highest rate in the country.

Compared to 2009, the 2010 data show no statistically significant change in the overall uninsured rate for Oregon. Similarly, there were no statistically significant changes for Oregon between 2009 and …

Cities are vulnerable to a range of environmental hazards that are likely to be exacerbated by climate change: floods, droughts, poor air quality, and heat islands are a few examples. Assessments of this vulnerability often include an evaluation of a city’s adaptive capacity, or its potential to respond to changes in the frequency or severity of environmental hazards as well as its ability to take advantage of or mitigate these changes. This paper assesses the impact of a cluster development policy in Latin America. A Local Productive Arrangement (APL) is a cluster of firms within the same territory, operating around the same activity and maintaining ties of cooperation and learning among themselves and with other stakeholders. Using firm-level data comprising information on SMEs from Brazil for the years 2002 to 2009 we apply fixed effects, matching and reweighting methods to estimate both the direct and the indirect – i.e. spillovers – causal effect of participating in APLs on a series of SMEs’ performance indicators, including level of employment, value of exports …

Infections with HTLV-1 and -2 were detected in 12 (1.9%) and 6 (0.9%) indigenous individuals living in 27 Amazonian villages in Peru. All infections occurred in Shipibo-Konibo people. HTLV was more common among participants living in villages distant from larger port cities and women with non-monogamous sexual partners.

Recent trends in many counseling training programs have reflected a proliferation of students entering graduate school directly after completing an undergraduate program. This proliferation has resulted in an increase in the number of emerging adult counseling students. Emerging adulthood is the term used to describe the ages of 18-25, and is unique in that individuals in this age group identify subjectively with aspects of both adolescence and adulthood without fully identifying with either. Lacking a crystallized adult identity poses unique challenges for these students, particularly with regard to developing professional identity and self-efficacy. There is national interest in building data that expands upon the existing Institute of Transportation Engineers (ITE) trip generation rates to include sites located in a multi-modal context. Current ITE rates represent travel behavior for development in single lots and uses, primarily measured in low-density suburban areas. Despite evidence that a more compact urban form, access to transit and a greater mix of uses generates fewer and shorter vehicle trips, local governments are often compelled to use current ITE trip generation rates to evaluate transportation impacts and calculate transportation system development charges (TSDCs). As urban agriculture grows in popularity throughout North America, vacant lots, underutilized parks, and other open spaces are becoming prime targets for food production. In many post-industrial landscapes and in neighborhoods with a high density of old housing stock, the risk of lead (Pb) contamination at such sites is raising concerns. This paper evaluates the extent to which soil Pb contamination may be an obstacle to the expansion of urban agriculture in Oakland, California. Using a combination of soil sampling at 112 sites, GIS, “hot spot” analysis, and reconstructed land use histories, the research reveals that soil Pb concentrations are …

A new methodology and algorithms were developed to combine diverse data sources and to estimate the impacts of recurrent and non-recurrent congestion on freight movements’ reliability and delays, costs, and emissions. The results suggest that traditional traffic sensor data tend to underestimate the impacts of congestion on commercial vehicles travel times and variability. This research also shows that congestion is not only detrimental for carriers and shippers costs but also for the planet due to major increases in GHG emissions and for the local community due to large increases in NOx, PM, and other harmful pollutants.

Fort Vancouver, as the colonial "Capital" of the Pacific Northwest in the 1820s-1840s, supported a multiethnic village of 600-1,000 occupants. A number of the villagers were Hawaiian men who worked in the agricultural fields and sawmills of the Hudson’s Bay Company (HBC) operations. Identification of Hawaiian residences and activities has been an important element of studies of Fort Vancouver National Historic Site, Vancouver, Washington, since the 1960s.

Librarians regularly encounter students who struggle to understand and apply information literacy concepts. A qualitative survey administered to information literacy practitioners asked about troublesome content and analyzed results using the threshold concepts pedagogical framework first described by Jan Meyer and Ray Land. A threshold concept transforms the learner’s view of content and helps integrate previously learned material; threshold concepts are portals that, once traversed, bring insight into how to think and act like a practitioner within a discipline. This project uses the data collected to propose seven threshold concepts for information literacy.

This report presents the results of a study conducted by the Population Research Center (PRC) to address the long-range planning needs of Yamhill County and produce population forecasts at the county and sub-county level. This report considers recent and historical demographic changes experienced within the County and provides forecasts from 2010 to 2035 in 5-year intervals and for years 2012 and 2032. Expected future populations that result from the most-likely demographic trends throughout Yamhill County are presented in this report.
