U.S. nuclear arms control policy must address numerous factors, including our strategic relationships with Russia and China, the potential for future nuclear weapons reductions--including non-strategic nuclear weapons, and the offense-defense relationship, given concerns that missile defense developments could in the future affect the nuclear balance. Washington DC must also consider its obligations under the Non-Proliferation Treaty, how to dissuade new countries from joining the nuclear weapons ranks, and what to do about the Comprehensive Test Ban Treaty, which the United States has signed but not ratified. This project examines the congressional politics associated with legislation on skilled foreign workers, specifically the H-1B visa which was created by the Immigration Act of 1990. It attempts to explain why legislative policies were successful on a small scale between 1998 and 2004 and completely unsuccessful after 2004.

Specifically, this study is a longitudinal qualitative analysis that uses Krehbiel's pivotal politics model (1998), Cox and McCubbins' party politics models (2005; 2007), Sinclair's (2007) unorthodox lawmaking theory, and Gilmour's (1995) strategic disagreement model to explain four key periods of H-1B legislation: (1) the passage of the Immigration Act of 1990; (2) …

Why do countries engage in democracy promotion around the world? Why is the principle component of U.S. foreign policy abroad assistance with democratization? One answer is the Democratic Peace Theory (DPT) (also known as “Liberal Peace”). Accordingly, DPT states, as its basic tenant, democracies behave differently with one another than they do non-democracies, especially in relation to military altercations.

Increasing opportunities and access of historically underrepresented populations to higher education in both the United States and South Africa have proved challenging due to institutional climates that are perceived as unwelcoming and unsupportive. The purpose of this study was to investigate factors relating to institutional climates to uncover social constructs that positively and negatively impact the institutional environment. Transformational leadership serves as the theoretical framework for this study.

In June 1954, President Jacobo Arbenz Guzman of Guatemala resigned in the face of a coup led by Colonel Carlos Castillo Armas. While the United States publicly denied involvement, the coup was in fact the culmination of a plan called PBSUCCESS (CIA codeword), led by the Central Intelligence Agency (CIA). Although PBSUCCESS lived up to its namesake, it was aided (both intentionally and unintentionally) by various U.S. media outlets. For the duration of Arbenz Guzman's regime, he and his country had been the subject of U.S. suspicions of undue Communist and Soviet influence. Support for this argument is derived from a close analysis of the combined rhetorical tactics of Obama and Clinton, illuminated by dramatistic criticism, value analysis, and mode of argument. The “rise of the rest” has prompted questions about the capacity and willingness of the United States to lead the liberal international order established under its post-war hegemony. Some prophesize that stronger connections amongst emerging powers are the basis for a parallel international order parading different rules, norms and institutions. This article discusses the effect of US and international support for local laws to combat child trafficking in sub-Saharan African states. The annual ranking of African anti-trafficking measures, produced by the US State Department’s Office to Monitor and Combat Trafficking in Persons (OMCTP) in conjunction with the UN Office on Crime and Drugs, not only provides an important source of data but also creates a powerful incentive for African states to effect legislative change.

This chapter adopts the working assumption that it is conceivable that at some time in the future it would be in the interest of the United States to restructure its sovereign debt (i.e., to reduce the principal amount). It addresses in particular U.S. Treasury Securities. The chapter first provides an overview of the intermediated, tiered holding system for book-entry Treasuries. For the first time the chapter then explores whether and how—logistically and legally—such a restructuring could be effected. While diversity and inclusion are commonly regarded as American ideals, minorities often feel out of place in "mainstream" American society, marginalized by misconceptions of culture, religion, and politics. In this thesis, the author analyzes the struggles of Arab Americans, focusing on issues such as racial classification, the contradictions of the Arab and American identities, and the influence of U.S. foreign policy and the media on public perceptions of Arabs and Muslims. The paper concludes with suggestions on how educational and societal curricula can correct misconceptions about Arab Americans and other minority groups.

The United States and China have turned to Africa as an additional source of oil to ensure reliable, secure access to oil supplies in the future. While China stresses noninterventionist foreign policies, the US, at least rhetorically, if not in practice, links its energy policy in Africa to its foreign policy goals.
