The study of inflation expectations of Singapore house-holds is a multi-disciplinary industry-relevant research that comes out of a partnership between Singapore Management University (SMU) and MasterCard. The research team for this MasterCard-SKBI Singapore Index of Inflation Expectations (SInDEx) project applied rigorous methods using current internet-based marketing survey tools for data-collection and advanced econometric techniques to analyse the data. The updates from the quarterly waves are keenly followed by policymakers, market watchers and the media because of the enormous importance of cost of living to individuals and businesses alike.

This article aims to assess the role played by the rule of law in discourse by critics of the Singapore Government’s policies and in the Government’s responses to such criticisms. It argues that in the past the two narratives clashed over conceptions of the rule of law, but there is now evidence of convergence of thinking as regards the need to protect human rights, though not necessarily as to how the balance between rights and other public interests should be struck. Few rights that are guaranteed by constitutions and bills of rights are expressed to be absolute. In many jurisdictions, the legislature is permitted to impose restrictions on rights for specified reasons and under particular conditions. However, constitutional or bill of rights text often do not expressly indicate how the courts should determine that applicants’ rights have been legitimately restricted. To this end, courts in jurisdictions such as Canada and the United Kingdom have adopted the European doctrine of proportionality. This research examines the mediating role of emotions implicated in the multicultural experience—creativity link. We propose that when individuals are dealing with apparent cultural contradictions upon encountering two cultures simultaneously, mentally juxtaposing dissonant cultural stimuli could lower positive affect or increase negative affect, which could in turn induce a deeper level of cognitive processing of cultural discrepancies and inspire creativity. Two studies compared dual cultural exposure versus single cultural exposure among bicultural Singaporeans (Study 1) and compared self-relevant (jointly presenting local and foreign cultures) versus self-irrelevant (jointly presenting foreign cultures only) dual cultural exposure among monocultural Taiwanese (Study 2). Initial findings of an empirical study of the citations of 80 reported Singapore insurance judgments between 1965 and 2010 show that Singapore courts have not developed a stronger character in the area of insurance law. Though British cases represent 363 of the 512 cases cited, we find that jurisdiction is not a predicator of whether a case is followed or distinguished. However, being a case decided by the UK Supreme Court (including the former House of Lords and Privy Council) is more likely to be followed by Singapore courts regarding insurance law. Nonetheless, Singapore judges cite more English textbooks than …

Why is it that some governments recognize only one language while others espouse multilingualism? Related, why are some governments able to shift language policies, and if there is a shift, what explains the direction? In this article, the authors argue that these choices are theproduct of coalitional constraints facing the government during critical junctures in history. During times of political change in the state-building process, the effective threat of an alternate linguistic group determines the emergent language policy. If the threat is low, the government moves toward monolingual policies. As the threat increases, however, the government is forced to co-opt …

A brief summary is first provided of the early (1960s and 1970s) cultural policy focusing on the harnessing of arts and culture for nation-building purposes, followed by the subsequent (1980s) recognition that the arts and culture had tourist dollar potential. The paper then expands on the cultural/creative economy policy of the 2000s, in which arts, heritage, media and design are recognized for their economic value (beyond their role in tourism to include their export value and their importance in attracting global workers). This paper discusses the different forms of corporate divestitures, the motives for this corporate activity, and the empirical findings about their economic outcomes. A sample of corporate divestitures is also used to identify the main motivations in the Singapore context. We conclude that divestitures are carried out to achieve operational efficiency and gain incremental profitability and liquidity. Using share price data around the event-dates, we show that announcements of divestitures generally lead to significant increases in the returns of the parent company. The positive abnormal returns are related to the relative size of the divestitures and the computed accounting gains. …

Welfare reforms in the 1990s have shifted governments around the world towards financial assistance conditional on work. While large-scale rigorous research on welfare-to-work programs has demonstrated effectiveness towards employment in other countries, no such micro-level evaluation of a policy has ever been conducted in Singapore. This article describes the process of developing a large experimental evaluation of the Work Support Program, which the Ministry of Community Development, Youth and Sports started in 2006.
