This briefing paper provides a short background to the 2012 elections in Timor-Leste, and explores the UNPOL mandate to support and build the capacity of the Polícia Nacional de Timor-Leste (PNTL – the Timor-Leste National Police), so that Timor-Leste will be able to manage security for its citizens without international assistance. Based on fieldwork conducted during June 2012, including interviews with human rights-focused NGOs, and with international police implementing bilateral and multilateral capacity building, we argue that the 3,200-3,400 strong PNTL is theoretically ready to go it alone when the UN Integrated Mission in Timor-Leste departs, and explore questions as …

This presentation comparatively examines relationships in the United States, Eastern and Central Europe, Scandinavia, and parts of the Middle East among juvenile violence, "heavy metal" music, substance abuse, and participation in occult and "alternative" youth groups (e.g., Wicca, Satanism, vampirism, Goth). We trace the movement of certain groups, behaviors, and preferences and make a correlation between some of these movements and an increase in youth violence and substance abuse. The authors use results from surveys and participant observations in the U.S., Copenhagen, Germany, the Netherlands, & the Middle East (Egypt & Turkey) that indicate, however, that mere participation in these …

This presentation presents initial results of an evaluation of citizen and officer perceptions of policing in Ghana. The Ghana Police Service (GPS) is attempting to transition from a para-militaristic philosophy to a more community-centered approach, developing a domestic violence unit in the past decade and, more recently, a community policing unit. Community policing philosophies, however, face unique challenges in Ghanaian society, such as a deep-rooted (and historically well-founded) mistrust of the police, and a culture with a well-established and trusted “traditional” system wherein matters are settled within communities and impacted by religion, spirituality, and mysticism. Examining Crime Among College-Aged Christians: Are Christian Religious Beliefs Associated With Low Levels Of Criminal Activity?, Paul R. Rickert

The purpose of this correlational study into crime among college-aged Christians in the United States is to determine if indicating higher levels of Christian spiritual growth is associated with lower levels of criminal behavior. A convenience sample of college aged Christians was given an online survey to measure self-reported criminality measured by the United States Federal Bureau of Investigation (FBI) Uniform Crime Reports Part I and Part II and self-reported religious convictions as measured by Bufford et al.’s Christ-like Spiritual Growth Scale. This quantitative study then analyzed data generated from 57 respondents and found that reporting higher rates of Christ-like …

近年来，欧盟环境政策的改革和发展备受关注，在第六个环境行动计划即将结束之际，欧盟又提出了一系列环境行动指南和规划，包括生态创新行动计划、生态管理和审核计划、环境合规性援助计划、资源效率路线图、海洋战略框架、绿色公共采购等。本文对上述欧盟环境政策的最新发展进行了系统分析，并对其整体政策效果做出了评价，最后指出了欧盟环境政策对我国环境政策制定的启示和借鉴。

Norway is a country that has simultaneously developed a successful high performance and elite sport (HPS) program, as well as a physical activity program designed for all of its citizens. Limited resources make it challenging for most countries to balance a “sport for all” and “high performance or elite sport development” policy. The Sports Policy Factors Leading to International Sporting Success (SPLISS), a comparative high performance and elite sport (HPS) model, has identified nine distinct pillars that contribute to the success of a country’s HPS system. The study was originally conducted in 2003 with seven nations from Europe and North America. Beginning in 2009, the study was repeated and expanded to include 17 nations from North America, South America, Europe, Asia, and Oceania. This paper takes a sociological approach to the question of popular culture’s ability in Japan--specifically that of Japanese animation--to be reflective of the country's sociological concerns. This is not to say that all anime shows consciously reflect Japanese life, but by extrapolation of recurrent themes one can construct a model of certain sociological issues in Japan. Introduction: On January 12, 2010, an earthquake of unprecedented scale shook the small Caribbean nation of Haiti. The epicenter of the earthquake, which measured 7.0 on the Richter scale, was approximately 25 kilometers west of Port-au-Prince.
