“Kissing Is A Symbol Of Democracy!” Dating, Democracy And Romance In Occupied Japan 1945-1952, Mark J. Mclelland

Japan’s defeat at the end of its fifteen years’ war in 1945 saw widespread changes to the family and gender system. Women were given political rights for the first time and were recognised as independent agents at work, in the home and in their romantic relationships. Whereas war-time ideology had brought about the “death of romance” in popular culture, with the relaxation of censorship at the war’s end, there was a sudden proliferation in discussion about the qualities of the “new” or “modern” couple and the popular press saw the rise of an eclectic range of “experts” offering advice on …

The article presents information on the presidential legislation of the parliamentary democracies, India and Pakistan. It discusses the role of the President acting as the Council of Ministers for the enactment of legislations as ordinances without the consent of the Parliament. Information on the legal interpretation of the ordinances and its interaction with the principles of the parliamentary system of the government is also presented.

Radio-Television Of Serbia (1989-2009): The Changing Role Of State Tv In A Post-Communist Country, Ivanka Radovic

This study examined the differences in reporting in Radio-Television of Serbia's (RTS) main newscast, Dnevnik 2, between the period of Slobodan Milosevic’s rule (1989-2000) and the period after the establishment of democracy in Serbia (2001-2009). The data were gathered by the content analysis of 63 RTS newscasts in the period 1989-2009. The research included quantitative analysis as well as additional observations of RTS newscasts noted at the time of coding. The major findings suggest that in the democratic period (2001-2009) RTS newscasts become shorter, more consistent in duration, less dedicated to coverage of state and ruling party officials’ activities, and …

We argue that the transition to Chinese authority has not undermined democratic governance in Hong Kong and that voice and accountability have improved since the handover. We seek to explain this surprising result and conclude with a discussion of the implications of our findings for China, Taiwan, and cross-strait relations.

Just as Mark Twain said in 1897, “The report of my death was an exaggeration,” many commentators have prematurely reported the death of human rights. For example, in 1999, in The Theory and Reality of the Protection of International Human Rights , J. Shand Watson sees human rights as a “mere fiction” in light of a century of state-sponsored killing. This paper discusses the problem of paramilitary violence in Colombia and its effects on democracy. The elections were part of the purpose of self defense and constituted a disguised form to retain its drug trafficking economy. The impacts on institutional technology have been negative: representative democracy, the electoral system and voting, they were not the same. With paramilitary violence changed the electoral map in areas contested by the traditional political parties. Voting with paramilitary preferences mean the biggest challenge is constitutional democracy in Colombia.

This overview finds evidence for concern about the ability of the governments in Colombia and Venezuela to hold free and fair elections and a trend toward the concentration of executive power in most countries in the sub-region. The separation of powers has been most sharply eroded in Venezuela; but Bolivia and Ecuador are moving in a similar direction. Colombia has a robust constitutional order, including a remarkably independent judiciary, however, constitutional order is threatened by the growing concentration of executive power. This article explores the attitudes of trade union organizations to restructuring and privatization of their enterprises to strategic foreign investors in Central and Eastern Europe's biggest steel producers: Poland, Czech Republic, Romania, and Slovakia. Contrary to advocates of insulating technocratic decision-makers from social partners, this article argues that higher quality of democracy and concomitant social dialogue carried out at the level of the sector with union organizations that are autonomous of the government in power (as was the case in the Czech Republic and Poland), are associated with greater restructuring and with support for privatization to strategic foreign investors. From Undemocratic To Democratic Civil Society: Japan's Volunteer Fire Departments, Mary Alice Haddad

How do undemocratic civic organizations become compatible with democratic civil society? How do local organizations merge older patriarchal, hierarchical values and practices with newer more egalitarian, democratic ones? This article tells the story of how volunteer fire departments have done this in Japan. Their transformation from centralized war instrument of an authoritarian regime to local community safety organization of a full-fledged democracy did not happen overnight. A slow process of demographic and value changes helped the organization adjust to more democratic social values and practices. The way in which this organization made the transition offers important lessons for emerging democracies …

A Theory Of Military Dictatorships, Daron Acemoglu, Davide Ticchi, Andrea Vindigni

We investigate how nondemocratic regimes use the military and how this can lead to the emergence of military dictatorships. The elite may build a strong military and make the concessions necessary for the military to behave as their perfect agent, or they may risk the military turning against them. Once transition to democracy takes place, a strong military poses a threat against the nascent democratic regime until it is reformed. We study the role of income inequality and natural resources in the emergence of military dictatorships and show how the national defense role of the military may facilitate democratic consolidation.

Tariq Ramadan views the recent referendum in Switzerland inserting a ban against the building of minarets into the Swiss Constitution, as a vote against Muslims not only in Switzerland, but across Europe. Those of a more tolerant sensibility will of course agree with Ramadan on this issue and will easily criticize the Swiss for “getting it wrong” by voting in favor of this constitutional amendment. Perhaps the most striking feature of the Supreme Court’s constitutional campaign jurisprudence is its longstanding, profound hostility to virtually any government regulation whatsoever of campaign speech and spending. Such an approach is highly unusual in constitutional law, which typically tolerates at least some level of regulatory intervention even with respect to strongly protected rights. The Court’s behavior in this respect is consistent with – and, I argue, is best understood as – the kind of behavior in which a court engages when it fears a slide down a slippery slope. Media activism groups work to bring about change in the mainstream media, but their gains are often limited. Drawing on theories of the political function of news in a democracy, media sociology, and feminism, this article focuses on the specific experience of Gender Links, a Southern African gender and media organization founded in 2001. An analysis of institutional materials and 25 in-depth interviews shows that Gender Links is using a professional-technical approach to feminist media activism that is insufficient in bringing about deep and long-term change on an ideological level. Absence Of Democracy And Gender Inequality In Education, Arusha V. Cooray, N Potrafke

We investigate empirically how the degree of democracy affects gender equality in education. The dataset contains 66 countries from Asia, Africa, the Middle East and South America over the 1991-2008 period. The results indicate that democracy advances gender equality in education while conversely less democratic regimes discriminate in education against girls. Democratization therefore has an important role in gender equality in education of girls, which, in turn, has a positive influence on economic development and growth.

This dissertation comprehensively evaluates, for the first time, nonviolence and its relationship to International Relations (IR) theory and US foreign policy along the categories of principled, strategic, and regulative nonviolence. The current debate within nonviolence studies is between principled and strategic nonviolence as relevant categories for theorizing nonviolent resistance. Principled nonviolence, while retaining the primacy of ethics, is often not practical. Indeed, most nonviolent movements have not been principled, or solely principled. Strategic nonviolence is attractive because it does not require any individual or group to believe in a particular faith or ethical tradition. However, strategic nonviolence is problematic as …
