In 2006, the Office of Elder Services requested the assistance of the Muskie School in developing an assessment of long term care service use in Maine. This report provides baseline information on the demographic characteristics, participant characteristics and service use trends for people accessing long term care services in this State.

For purposes of this report, we have excluded people with MR/DD. Long term care services do not include community support services for people with mental illness.

This report, prepared for the Maine Hospice Council and funded by the Carpenter Foundation, presents findings of a qualitative study of barriers to hospice utilization. This study includes the perspectives of all 26 Medicare certified hospice providers in Maine. Significant findings of the qualitative study include: A continuing need to educate the general public about hospice and the Medicare benefit. Maine health care providers have low referral rates to the hospice programs and often misunderstand the regulations and guidelines of the hospice benefit. The referral process to hospice programs is based on fragile systems of communication, fraught with potential miscues, …

The deminer was investigating the signal and excavating by sitting/squatting position and his prodder/bayonet detonated the PMN mine. The evidence on site shows that the excavation of the signal started from the first mark, and not 30cm back from the indication. The bayonet directly touched the mine causing a detonation. This indicates he was not conducting operations with the correct procedure.

On 10/12/2007 as the team was busy with normal demining activities, suddenly a dog of the villagers run harshly into the minefield and as the dog reached to 6m distance from a deminer's clearance lane, suddenly an explosion happened to the dog which perished it on the spot. As a result of the explosion [the Victim] deminer who was busy on marking of his cleared lane got slight injuries on his both hands and as he was dressed fully with the PPE, he did not receive any more injuries to other parts of his body.

Elderly persons in long-term care settings are exceptionally vulnerable to abuse, neglect, and exploitation necessitating special protective measures by criminal justice, social services, and health care agencies. In 2006, 28.6% of Michigan households with a family member in long-term care reported that person having experienced one or more forms of abuse including physical, caretaking, verbal, emotional, neglect, sexual, and exploitation (Post, 2006). Criminal justice agencies were scrambling to identify programs aimed at reducing elder abuse in long-term care. Michigan was selected as one of seven states designated as a federal pilot test site. This article examines the dominant discourse on trafficking in persons and the implementation of international and U.S. policy to address trafficking globally. On January 23, 2004, President Bush signed the DC School Choice Incentive Act into law. This landmark piece of legislation included $14 million in funding for what would become the DC Opportunity Scholarship Program (OSP). The OSP is the first federally-funded K-12 scholarship program in the country and was designed to provide approximately 1,700 children from low income families with tuition scholarships worth up to $7,500. The scholarships cover the costs of attending nonpublic schools within the District of Columbia that agreed to participate in the Program. It is well-documented that people with disabilities have a significantly lower rate of employment than people without disabilities (36% versus 74% according to the 2006 American Community Survey (ACS). Less is known about the types of work they do. Using the occupational classification system within the ACS, researchers explored the prevalence of people with disabilities within occupational groupings and discuss its relationship to occupational growth. Future analysis will address variation across disability groups.

In his view, the Bush administration has been engaged in an effort to “Green-Zone” the United States government by gutting the professional civil service—dubbed as “the enemy” by the American Enterprise Institute—and replacing its ranks with political appointees who have little interest or experience in running a state, but quite a bit of interest in enriching the private sector with public largesse. Federal R&D policy in nanotechnology has moved through several stages, including initial exploration before the 1980s, the promotion of scientific and technological breakthroughs in the 1980s, policy development in the 1990s and multiagency national initiatives in the 2000s. In a city of 211,000, in a county where one in five earn less than the $10 an hour required to afford a modest apartment, one in twenty-five houses is a steel-framed aluminum home. An estimated 5,412 Boiseans occupy 2,706 manufactured houses in 50 mobile home parks. Half are seniors with a median annual income of $20,000. Most are female. Nearly half have a chronic medical condition. One in four rent space in a park listed for sale or slated for redevelopment. Small businesses in Lower Manhattan after September 11, 2001, paint a telling portrait of vulnerability after disasters. This qualitative analysis of recovery for small retail and service firms with 50 or fewer employees is based on ethnographic fieldwork, interviews, and documentary research from September 2001 through 2005. A postdisaster emphasis on place-based assistance to firms conflicted with macro-level redevelopment plans for Lower Manhattan. Small business recovery was impeded as aid programs responded to a new sense of urgency, attachment to place, and prestorm conceptions of the neighborhood at the expense of addressing community-wide economic changes accelerated by the disaster. With the aim of contributing to the Oslo process, Handicap International launched an initiative with civil society and international organizations to find common recommendations for the victim assistance provisions in a treaty banning cluster munitions. Together we shared our experience in affected countries and our lessons learned, exchanging ideas through an electronic discussion forum and then meeting in a practitioners’ workshop in Paris. Colleagues from Afghanistan, Cambodia, Iraq, Lebanon, Tajikistan and Uganda participated in these exercises along with practitioners from a variety of backgrounds experienced in working on victim assistance programs in mine and cluster munition affected countries.
