Could Distance Be A Proxy For Severity-Of-Illness? A Comparison Of Hospital Costs In Distant And Local Patients., H G. Welch, E B. Larson, W P. Welch

We test the hypothesis that hospital costs, after adjusting for DRG mix, are higher in distant patients than in local patients. Data were obtained from the Washington State Commission Hospital Abstract Reporting System (CHARS) and included all patients discharged from 15 metropolitan hospitals in the state of Washington during fiscal year 1987 (N = 181,072).

In this article, a specific example is given to illustrate that rent seeking can raise welfare under full seeking in general equilibrium: an import quota is levied in the presence of domestic monopoly in the import competing industry. An import quota is considered instead of an import tariff since a tariff confers no market power on the local monopolist. The monopolist still faces a perfectly elastic demand, corresponding now to the world price plus tariff. The introduction of monopoly does not add another distortion to the economy, which is necessary if full rent seeking is to be welfare improving. But …

The proposed North American Free Trade Agreement between the United States, Canada, and Mexico is the logical and perhaps inevitable extension of the 1989 Free Trade Agreement between the United States and Canada. Both agreements are controversial, and massive public opposition exists in all three countries—for good reasons, as we shall see. The citizens of these three nations have never been provided with a credible explanation of the need for NAFTA. Attitudes Towards The Market And The State In Post-Communist Europe, David S. Mason

This paper examines the level and sources of suppon for the market-oriented reforms in East-Central Europe and the relationship between these attitudes and political trust in the governments. The analysis is based on data collected in a common public opinion survey on social, economic and political justice implemented in the spring and summer of 1991 in eleven countries: Russia. Poland, Slovenia, Bulgaria, Hungary, Czechoslovakia, Germany (east and west), Holland, the United Kingdom, Japan and the United States.

The survey results suggest some measure of caution and concern regarding the possibilities for a successful transition to market democracy in the former …

A standard problem with the objectivity of social scientific theory in particular is that it is either self-referential, in which case it seems to undermine itself as ideology, or self-excepting, which seem pragmatically self-refuting. Using the example of Marx and his theory of ideology, I show how self-referential theories that include themselves in their scope of explanation can be objective. Ideology may be roughly defined as belief distorted by class interest. I show how Marx thought that natural science was informed by class interest but not therefore necessarily ideology. A number of (present or former) analytical Marxists, such as Jon Elster, have argued that functional explanation has almost no place in the social sciences. (Although the discussion is framed in terms of a debate among analytical Marxists, the point is quite general, and Marxism is used for illustrative purposes.) Functional explanation accounts for what is to be explained by reference to its function; thus, sighted organism have eyes because eyes enable them to see. Taxing Prometheus: How The Corporate Interest Deduction Discourages Innovation And Risk-Taking, Michael S. Knoll

This paper uses recent developments in the theory of optimal capital structure to demonstrate how the federal corporate income tax with an interest deduction, but without a corresponding dividend deduction, misallocates capital within the corporate sector by encouraging investment in low-risk, low-growth projects employing tangible assets over high-risk, high-growth projects employing intangible assets.

This paper reports on efforts to improve socioeconomic conditions and natural resource use in the El Pina lito community, department of Chiquimula, Guatemala. Students participating in supervised practical training at Centro Universitario de Oriente/Universidad de San Carlos de Guatemala (CUNORI) developed projects to address these issues. A general diagnostic instrument was created for this community to assist in the development of specific work projects. Students prepared community first-aid kits, agricultural activities with school children, and instructional sessions with farmers on how to prepare a family garden and efficiently manage domestic animals.
