Preface
The contemporary argument over method reaches into all the traditional diversions of social science, of which political science is no exception. Such names as structure-functionalism, decision theory, systems analysis, behavioralism, and game theory have become commonplace identifications of political methodologies in the twentieth century. And if one consideration has generated this plethora of seemingly novel approaches to the study of politics, it is an epistemological one. Indeed, the argument seems to center around determining that kind of intellectual behavior which will best enable the student to understand political events.

For Cubans there has been a long, historic exile path to the United States. The Spanish historian Justo Zaragoza noted that 100,000 persons fled the island in 1869,2 following the start of the Ten Years' War agitating for independence from Spain. Again in 1895 when the War for Independence broke out, Cuban colonies were founded in Southern Florida, Tampa, and other U.S. cities.

Robert K. LaFollette was one of the leaders ot the progressive movement from 1900 until his death in 1925. He built a progressive machine in Wisconsin which had control of the Republican part1 in that state for most of this period. His program of legislation and reform in Wisconsin became a pattern tor other states. He was a leading spokesman in the United States Senate tor progressive Senators. He worked with the Wilson administration and the Democrats on domestic reform measures. He supported a major part of Wilson's foreign policy through 1916.

Virginia, like the other states in our union, was without any set form of budget during its first century of existence. This was partly because there was no definite need for any governmental reform in this area until the twentieth century brought about an expansion of the powers and responsibilities of governments. The states relied on the general property tax for the bulk of their revenue and its return was relatively certain and constant. It enabled a legislature to accurately judge its yield and match this yield to what was needed by an easy adaptation of the rate of taxation. …

In November of 1964, California voters approved by a very substantial margin the legislative measure known as Proposition 14, a hotly contested constitutional amendment which abolished all then-existing Fair Housing Legislation and prohibited local levels of government from acting in such matters in the future. This legislation was sponsored by the California Real Estate Association and essentially was a response to a recently passed Fair Housing Law known as the Rumford Act, which prohibited discrimination in the sale and rental of housing and assigned enforcement responsibilities to the State Fair Employment Practices Commission.
