Introduction: The introduction of an industry into rural areas or small towns, unless they are mill centers, and the absorption of rural peoples into these industries involve many changes of social and economic significance. The shift from an agricultural to an industrial economy has by its very nature many consequences. This study is an attempt to measure, as far as is possible, the effects of such changes.

The problem of crime is one of growing importance, and every means available should be used to reform and train the prisoner so that when he leaves the penitentiary he will go out and become a useful member of society. The average age of American prisoners is nineteen years. This means that after a few years most of our prisoners will re-enter society, and certainly it must be possible to do much to help these young people to readjust themselves to our social order.
