The Politics Of Town Hall Meetings: Analyzing Constituent Relations-In-Interaction, Robert J. Green

The politics of town meetings proposes that town hall meetings are institutions of representative democracy that present an opportunity for constituents to hold their elected representatives accountable in a public setting. Constituent relations-in-interaction glosses a complex set of interactional practices and procedures through which ensembles of participants bring town hall meetings, as structures of social interaction, into being. This study uses conversation analysis, the study of talk-in-interaction, to show that the politics of town hall meetings orients to three types of accountability: Interactional accountability, political accountability, and public accountability. Considering that private sector single employer defined benefit pension plans must be fully funded by law, the legal issue emanating from their systemic underfunding is whether or not actuaries have been using their discretion in a manner which is within a reasonable interpretation of the margin of manoeuvre contemplated by the legislature, in accordance with the principles of the rule of law. Legislators have implemented an accountability system in an effort to increase school quality for all students. Policymakers assume that rewards and sanctions, based on results from high-stakes testing, can improve student achievement. The accountability system does not consider environmental factors that impact student outcomes. This study examines student, teacher, school and district determinants and their impact on student achievement, school designation, and school ranking. Data was collected from 333 elementary (K-5) schools in 56 public school districts and 18 charter schools in three counties: Macomb, Oakland, and Wayne. The purpose of this study was to examine key components of active learning. I hypothesized that feedback, accountability, and guided exploration were key components of active learning. I collected survey data from second year medical students (N = 103) in three different active learning interventions: peer instruction (PI), team-based learning (TBL), and problem-based learning (PBL), at six time points. My results did not consistently support my hypotheses. However, I observed a pattern of differences concerning feedback and accountability in the predicted direction in all three interventions. Literature examining the impact of the student learning accountability movement on faculty perspectives is insufficient, as little is known about how faculty perceive the requirements related to federal, state, and institutional accountability initiatives. This case study investigated the threat posed by the accountability movement on the stability of faculty engagement, while exploring how faculty perceptions of the movement will impact institutional and state policy. Using Levin's system of accountability as the framework for this study, the central research question explored how understanding faculty perspectives on the student learning accountability movement could promote policy within an institution.
