Evolution, Not Revolution: The Digital Divide In American And Australian Contexts, Stuart Murray
Evolution, Not Revolution: The Digital Divide In American And Australian Contexts, Stuart Murray
Stuart Murray
Extract: Revolutions in information and communication technology (ICT) can have a profound impact on the relations between people, nations and institutions. Gutenberg’s invention of a printing press with movable type (circa 1439), for instance, meant that European literature could suddeny be mass produced. The technology transformed the speed and volume at which information was gathered, collated and disseminated – information which permeated then changed society. Similarly, the telegraph, telephone, radio and television dramatically altered the way disparate and estranged humans and states interacted with one another. Such changes were far reaching, but none are quite on the scale of the …
Mapping The Relationship Between International Sport And Diplomacy, Stuart Murray, Geoffrey Pigman
Mapping The Relationship Between International Sport And Diplomacy, Stuart Murray, Geoffrey Pigman
Stuart Murray
To date, the relationship between diplomacy and international sport has been relatively under-theorized. This paper seeks to redress the deficiency by proposing an analytical taxonomy of the multiple convergences between international sport and diplomacy. The principal analytical distinction to be drawn is between (1) international sport consciously employed by governments as an instrument of diplomacy and (2) international-sport-as-diplomacy, the diplomatic representation, communication and negotiation between non-state actors that take place as a result of ongoing international sporting competition.
By increasing understanding of the rôles of sport in diplomacy and diplomacy in sport, the paper seeks to promote the adoption of …

Australian Defence Force Transformation: The Hardened And Networked Army, Stuart Murray
Stuart Murray
Extract:
In the field of international relations there exists controversy over whether or not a Revolution in Military Affairs (RMA) is occurring. This case employs the recent transformation of the Australian Defence Force (ADF) to validate the 'revolution' argument. As Australia's role in the Asia Pacific security environment grows, there is a correlative need for its military to evolve. The ADF has embraced change, primarily through its Future Warfighting Concept (FWC) and the doctrine of a Hardened and Networked Army (HNA).

Open For Business: Australian Uranium For Sale!, Stuart Murray

Extract:
Fossil fuels negatively contribute to global warming and climate change. While the short-term impact of nuclear energy is more positive, it is no less controversial in terms of climate change. According to the Director of International Atomic Energy Agency (IAEA), Mohamed El Baradei, investing in nuclear energy technologies is particularly attractive to developing countries where energy demand outstrips energy supply and 'energy security, air pollution and greenhouse gases are priorities' (IAEA 2006). Nuclear weapons proliferation, and environmental safety, however, remain as global concerns. As a result, nuclear energy technologies and uranium exports to fuel that technology continue to attract …
Push For Independence: The West Papuan Nation, Stuart Murray
Push For Independence: The West Papuan Nation, Stuart Murray
Stuart Murray
Extract:
The Papuan Island has long been subject to distant rule. In the nineteenth century, it drew rapacious attention from resource hungry European colonisers including Germany, Britain, Japan and The Netherlands. In 1975, the eastern half of the island became the independent nation of Papua New Guinea. The fate of the western half remains disputed. The Dutch ruled Western Papua until 1963, eventually ceding their sovereignty to Indonesia. Since then, the territory has been subject to the distant and occasionally tyrannical rule of the Indonesian Government. Scores of West Papuans, however, continue to exert claims for an independent West Papuan …

The Pariah State Of Global Society: North Korea, Stuart Murray
Stuart Murray
Extract:An examination of North Korea's actions since 1994 (the year they signed the Agreed Framework) shows that the 'Hermit Kingdom' has routinely violated the common purposes, organisations and standards of conduct expected of a responsible member of our international society of states.

The Two Halves Of Sports-Diplomacy, Stuart Murray
Stuart Murray
Sports-diplomacy is a familiar but relatively under-explored area of theory and practice in diplomatic studies. Existing scholarship is akin to sports-diplomacy's practice: anecdotal, sporadic articles that are case specific. This analysis posits that in the modern, plural diplomatic environment, sports-diplomacy does have potential, but that will not be realised until further discussion and scholarship is undertaken. Specifically, the “gap” in the diplomatic studies literature needs filling, as well as addressing and discussing the question: “do the benefits outweigh the dangers of ‘mixing’ sport and diplomacy?” The article's purpose is rudimentary. It aims to prompt discussion and debate between theorists and …

The Present And Future Of Diplomacy And Diplomatic Studies, Stuart Murray, Paul Sharp, Geoffrey Wiseman, David Criekemans, Jan Melissen
Stuart Murray
Of late, practical and theoretical interest in diplomacy and diplomatic studies has grown, prompting a number of diplomatic scholars to undertake a long overdue stock take of the past, present, and future of the subfield. What follows, therefore are five essays by both senior and junior scholars of diplomacy reflecting on the origins of diplomatic studies, showcasing contemporary scholarship, and suggesting some of the opportunities and challenges the study of diplomacy poses for those working in the broader ISA and International Relations (IR) communities in the future. Its aims are simple: to demonstrate that diplomacy and diplomatic theory are central …
