This corridor is a 9‐mile stretch of Socorro Road that encompasses the Ysleta and Socorro Missions (including the early Socorro Mission archeological site), San Elizario Chapel, and the Mission Trail HistoricDistrict.

The purpose of this study is to quantify the economic impacts of Fort Bliss and the William Beaumont Army Medical Center (WBAMC) in the County of El Paso, Texas. The Paso del Norte region lacks local access to a small to mid‐sized metal heat treating facility. As a result, local industries that manufacture products that require metal heat treatment services typically out‐source this service to non‐regional companies. Businesses have reported sending materials to California, Arizona, East Texas, and as far out as Illinois.

The Institute for Policy and Economic Development (IPED) at the University of Texas at El Paso was contracted by the City of El Paso’s Office of the City Manager to conduct a household survey exploring citizen attitudes and perceptions about City services and general quality of life issues. The present survey is the fourth in a series of similar surveys conducted in 2004, 2006, and 2008. These surveys, together, explore how El Paso citizens’ attitudes and perceptions have changed over time regarding their City and the services its government provides.

The University of Texas at El Paso (UTEP) continues to be a significant contributor to the regional economy. In its 96th year of operation, the University of Texas at El Paso currently provides educational opportunities for over 22,000 students. In doing so, UTEP employs 3,100 individuals and has an annual operating budget of $335 million, clearly making it a significant contributor to the regional economy of West Texas and the Paso del Norte region. The purpose of this study is to quantify the economic and fiscal impacts of an expansion of local Boeing Corporation activities on the County of El Paso, as well as the state of Texas. The report estimates potential changes in output, labor income and employment for both the county and the state. Additionally, changes in gross regional product, personal income, retail sales and tax revenues as a result of increased local Boeing employment and capital investment expenditures over a four year period are reported.

The University of Texas at Brownsville (UTB) and Texas Southmost College (TSC) continue to be a significant contributor to the Rio Grande Valley regional economy and its 1.1 million residents. UTB/TSC’s educational services to the region trace back to 1926. At present, UTB/TSC provides educational opportunities in over 150 undergraduate and 23 graduate programs for over 17,000 students. The Institute for Policy and Economic Development (IPED) at the University of Texas at El Paso conducted an analysis of bilingualism in the workplace between El Paso and other regions. This study, performed for the City of El Paso Department of Economic Development, highlights El Paso’s bilingual workforce in 22 occupational groups and 20 industry sectors and makes cross-sectional comparisons to 19 Metropolitan Statistical Areas (MSAs) that are in geographic proximity or contain a high number or percentage of Spanish-speaking populations. In an earlier study, the economic impact of ASARCO reopening its smelter operations in El Paso was conducted. In impact analysis, the economic contribution of a business is only one side of the story since it tells what types of firms benefit from an impact, but it tells nothing about whether those benefits are equitable. These trade offs are policy analysis concerns that are best understood with all available information. In this regard, IPED has been contracted to examine other amenity and economic factors that may lend themselves in support and/or opposition to the reopening of ASARCO.

The Institute for Policy and Economic Development (IPED) at the University of Texas at El Paso (UTEP) was contracted by the Upper Rio Grande Workforce Development Board (URGWDB) to conduct an employee satisfaction survey as one component of a larger evaluation project. Employee satisfaction as defined in this survey includes quality of facilities and equipment as well as overall work setting and climate. The goal of this research is to assess the quality of URGWDB as a place to work and as an organization that has the processes in place to adapt and implement change to improve.
