According to the National Center for Education Statistics (NCES, 2017a), there are over 19 million students who are currently enrolled in institutions of higher education. For the past 40 years, the number of students with disabilities attending colleges and universities has grown exponentially (NCES, 2017b). There is an abundance of research regarding many aspects of the experience of college students with a physical disability across social science, medical, and education literature; however, research targeted specifically at general counseling practitioners, counselor educators, and college counselors is relatively limited.

A Pilot Study: Identifying The Characteristics Of Postsecondary Offices Of Disability Services Associated With High Graduation Rates, Tiffany B. White

Students with disabilities are entering postsecondary education at higher rates than ever before, but they are graduating at lower rates than their peers without disabilities. The Americans with Disabilities Act and Section 504 of the Rehabilitation Act have made it possible for students with disabilities to avail themselves of services in higher education to maximize their potential. To implement laws and provide equal access to students with disclosed disabilities (SWDD), many higher education institutions use central offices to serve students with disabilities. Issues of college access are increasingly met with resolutions within social and economic contexts. Models such as cost of production output, and race and socioeconomic-conscious strategies form the basis of such analyses (Jenkins & Rodriguez, 2013; Henriksen, 1995; Treager Huber, 2010; Schmidt, 2012). According to the U.S. Department of Education (2011), only 59% of students who sought bachelors’ degrees from four-year postsecondary institutions in 2006 completed the degree within six years, and among African American/Black students, only 40% finished college within six years. Despite a myriad of challenges including the slow pace of rising to the top and the low compositional diversity in most university leadership, women of color are becoming increasingly visible in higher education leadership. Recent LibQual+ (2004) and Off-campus Satisfaction (2002, 2006) surveys at Western Michigan University revealed that graduate students had information needs that were not being met. Many lack awareness of resources and the necessary research skills for performing graduate level research, yet instructors are reluctant to relinquish class time for library sessions and the students themselves are reluctant to seek the individual help they need. This qualitative study uses Patricia Hill Collins' "both/and" conceptual framework to explore experiences of both oppression and resistance among welfare recipients attending college. It examines how children, social networks, integration into campus life, and interactions with caseworkers affect welfare recipients' college attendance and college persistence. As is well established in the sociological literature, having children complicates college attendance and persistence. But this research shows that children also provide the predominant incentive for poor mothers to attain higher education. Welfare reform had the unforeseen effect of causing large numbers of public assistance recipients to drop out of college, discouraging their pursuit and acquisition of postsecondary education (PSE) credentials.
