Ending Poverty In Mongolia: From Socialism To Social Development, Richard J. Smith

While recent literature on social welfare has included Asian countries, less is known about low-income and former socialist countries in Central Asia. This article combines a documentary-historical method with a value-critical approach to analyze Mongolia’s social policy response to poverty. Mongolia is unique in Asia because it transformed from nomadic pastoralism to socialism without a phase of capitalist industrial development. The case study found that Mongolia lost social welfare when it transitioned from socialism, a statist model, to market liberalism and multiparty democracy. An Examination Of Ethical Standards And Behaviors In Transportation Brokerage, John Drea, James T. Kenny

Journal of Transportation Management

The manuscript examines individual ethical decision making for common scenarios faced by transportation brokers, including unauthorized double brokering, booking and bouncing, and a failure to disclose all terms to a shipper. The results indicate significant discrepancies between what actions a broker would engage, what brokers perceive that others in the same industry would do, and what industry leaders perceive to be ethical.

Home Foreclosures And Neighborhood Crime Dynamics, Sonya Williams, George Galster, Nandita Verma

Urban Studies and Planning Faculty Research Publications

We advance scholarship related to home foreclosures and neighborhood crime by employing Granger causality tests and multilevel growth modeling with annual data from Chicago neighborhoods over the 1998-2009 period. We find that completed foreclosures temporally lead property crime and not vice versa. More completed foreclosures during a year both increase the level of property crime and slow its decline subsequently. This relationship is strongest in higher-income, predominantly renter-occupied neighborhoods, contrary to the conventional wisdom. We did not find unambiguous, uni-directional causation in the case of violent crime and when filed foreclosures were analyzed.

Many universities evaluate the costs and benefits of academic programs. An important decision is whether to offer a doctoral degree. Most articles and academics focus on the numerous benefits of a doctoral program. While many of the benefits that can stem from a doctoral program are summarized in this manuscript, the primary purpose is to highlight some of the hidden costs to creating and operating a doctoral program. The five modes of freight transportation are normally characterized as motor carriers, railroads, airlines, water carriers, and pipelines. This paper will attempt to position the Internet as the sixth mode of transportation. This paper compares the strengths and weaknesses of the traditional five modes of transportation against the proposed 6th mode of the Internet. Without including the Internet as a mode of transportation, and tracking the economic value that it adds to the economy, the economic impact of the Internet as a mode is not considered. The Financial Accounting Standards Board and the International Accounting Standards Board have set forth a proposal requiring companies to capitalize operating leases and include them as assets and liabilities on their balance sheets. The proposal is motivated by the fact that current methods accounting for operating leases hide a great deal of off-book leverage and thus are misleading to investors. We first explore the changes in the latest version of Incoterms and explain why and how they have been refined to better capture contemporary global and domestic shipping practices and policies. Next we graphically explain each of the eleven INCOTERMS 2010 and specify exact delivery points, those critical points at which cost and risk responsibilities shift from the Seller to the Buyer. We then provide a discussion to better explain the application of the terms from a practitioner’s view and note that many shippers and freight forwarders still revert to long practiced shipping policies, leaving themselves vulnerable. Despite the fact that railroads are an important part of the U.S. economy, the number of rail carriers and miles of rail lines have been declining. The resulting lack of transportation alternatives could have a negative impact on local manufacturing. This study examined the effects of rail abandonment in Arkansas between 1980 and 2000 by comparing measures related to manufacturing in counties that did not have or had lost some rail service with those in counties that had rail service and had not lost any. This research examines how trucking companies can develop effective advertising media and messages for reaching and recruiting qualified long distance long distance truck drivers. Long distance truck driver candidates seem most interested in competitive pay, paid vacation, a weekly payment schedule (along with direct deposit), assigned equipment, 24/7 dispatch, a large volume of hub group freight, and flexible home time. To reach this audience and its needs, we suggest advertisements emphasizing these benefits be placed on the Internet and social media sites, as well as in selected professional magazines frequented by truck drivers searching for jobs.

As part of the system, the Educator Evaluation Instrument was developed to measure teachers' effectiveness. This study was conducted to determine whether the Educator Evaluation Instrument was valid for use in measuring effectiveness.

Evolving United States Metropolitan Land Use Patterns, Andrea Sarzynski, George Galster, Lisa Stack

We investigate spatial patterns of residential and non- residential land use for 257 U.S. metropolitan areas in 1990 and 2000, measured with 14 empirical indices. We find that metropolitan areas became denser during the 1990s but developed in more sprawl-like patterns across all other dimensions, on average. By far the largest changes in our land use metrics occurred in the realm of employment, which became more prevalent per unit of geographic area, but less spatially concentrated and further from the historical urban core, on average. Our exploratory factor analyses reveal that four factors summarize land use patterns in both years, …
