The private housing market for students around Wayne State University, an urban campus in Detroit, Michigan, stands in a fast-changing period. The area has grown economically from institutional and medical center investment in the past few years, causing occupancy and rents to rise. This follows years of disinvestment that allowed rent rates to fall to comfortable rates for students. The University has published its interest in developing the “campus life” including more off-campus private market housing for students, while developers see potential for even higher rents for young professionals. Does The Endowment Effect Influence Outcomes In Takings Cases? An Exploratory Look At Some Important Cases And Suggestions For Additional Research, Rayman Mohamed

The endowment effect predicts that people value losses more than gains. I examine whether the effect sheds light on courts’ takings decisions. My findings include the following: (1) regulations that emphasize losses rather than gains are more likely to survive judicial review; (2) endowments can include comprehensive plans, development plans, permits, etc; (3) both governments and landowners can acquire endowments to sway courts in their favor; (4) occupying land creates a strong endowment; and (5) implementing plans helps to cement endowments. An Empirical Cross Cultural Assessment Of A Logistics/Supply Chain Management Typology, Michael A. Mcginnis, Ali Kara, John E. Spillan

This manuscript compares the three dimensions (Process Strategy, Market Strategy, and Information Strategy) of the Bowersox Daugherty (1987) logistics strategy typology among five disparate countries by integrating the findings of previous empirical research. The appropriateness of the three Bowersox/Daugherty dimensions when combined into the construct Overall Logistic Strategy (OLS) are assessed. The role of OLS impact on Organizational Competitiveness (COMP) through two intervening variables LCE (Logistics Coordination Effectiveness) and CSC (Customer Service Commitment) is evaluated. In the wake of the Americans with Disability Act (ADA) of 1990, paratransit services were offered to improve mobility, employment opportunities, and access to community services for individuals who are mentally or physically handicapped. Due to the complexity involved in ADA rules and transportation regulations as well as the customized, on-demand service requirements, paratransit services are far more costly to render than fixed-route based mass transit services. U.S. Motor Carrier Hours Of Service Regulations: Their Impact On Carrier Profitability And Productivity, Ahren Johnston

Journal of Transportation Management

This paper discusses the history of hours of service regulations for U.S. motor carriers and investigates the changes to individual carrier profitability and productivity from the last major change to those regulations in 2003. The results of the analysis indicate that operating ratio worsened and sales per employee improved, and return on assets and return on equity were unchanged due to hours of service changes. The implications of these results given the recent changes to hours of service regulations in 2011 are also discussed.

Transportation options provide the buyer the right, but not the obligation, to buy or sell transportation capacity at a future date. These options can provide shippers, carriers and logistics companies a significant opportunity to reduce risks and increase capacity flexibility. This paper summarizes some of these benefits, describes a number of issues to be resolved before trading transportation options can become a reality, and presents possible resolutions for these issues.

This paper examines the ongoing evolution of the U.S. airline industry under deregulation. After losing money for most of the past 35 years, carriers have made structural changes to their business models that have proven to be, at least in the short term, very profitable. After delineating these management actions, the paper examines their impact on passengers. The author utilizes the Service Quality Model to analyze the long-term implications of this new operating paradigm for passenger satisfaction. Inmates face challenges in obtaining employment once they leave prison because many are undereducated and lack work skills. This study examined demographic and criminogenic variables of inmates in Michigan Department of Correction's (MDOC) Community and Employment Readiness Training (CERT) and Michigan State Industries (MSI) programs that were associated with their scores obtained on the WorkKeys® assessment test. MDOC uses the WorkKeys® to assess the gaps between inmates' current job readiness skill level and skills needed for various types of jobs upon release. A growing body of research suggests that institutional performance affects citizen participation (see Holzner 2010; Bratton, Mattes et al 2005; Hiskey and Bowler 2005). But despite this recognition of the importance of institutions, there is relatively limited research into the institutional determinants of political participation, particularly with respect to developing countries. This dissertation fills this gap by examining local political participation in Ghana and Liberia using an institutional approach. I employ qualitative analyses based on field work and primary source documents, as well as quantitative analyses at both the individual and contextual level.

This dissertation examines the process of agency capture at four federal bank regulatory agencies leading up to the 2008 financial crisis: the Federal Deposit Insurance Corporation, the Federal Reserve, The Office of the Comptroller of the Currency, and The Office of Thrift Supervision. Though public administration and policy scholars have moved away from capture theory toward a more pluralistic understanding of agency policymaking, recent events like the Gulf oil spill, coal mining disasters, and the 2008 financial crisis have renewed attention to the role lax regulation plays in disasters and crises.
