Challenges And Opportunities For Sharing Threat Information With Radioactive Materials Operators, Raphael Duguay

International Journal of Nuclear Security

Operators are required to implement security measures to address requirements set by the regulatory body or competent authority. These security requirements are generally based on the national threat level and information provided by the relevant law enforcement authority, intelligence agencies and other relevant stakeholders. However, not all States can share this information with radioactive materials holders (e.g., operators), especially if they take a more prescriptive approach to regulation on security. Access to education has been at the forefront of public policy issues over the past several years. In order to combat relatively low rates of college attainment, Tennessee legislators implemented the Tennessee Promise program. It operates by providing financial aid for any direct costs not covered by students’ grants and scholarships. Notably, the program is not applicable to four-year degree programs; students wishing to utilize the funds must attend select schools that offer certificates and associate’s degrees. The current emphasis on the need to protect radioactive sources from being used for malicious purposes makes it imperative to explore and shape an appropriate culture-based response. Promoting a robust security culture is consistent with the international legal instruments and standards including the Code of Conduct for the Safety and Security of Radioactive Sources and IAEA guidance publications. This promotion would be dependent upon the successful implementation of relevant self-assessment tools and a series of culture indicators, both of which would serve as benchmarks to take a culture’s measure and identify practical ways to improve security. The Shapash Nuclear Research Institute (SNRI) data book was issued by the International Atomic Energy Agency (IAEA) in 2013. The hypothetical facility data book describes the hypothetical site, which is divided into two areas: the low-security area, known as the administrative area, and the very high-security area, known as the protected area. The National Nuclear Energy Agency of Indonesia (BATAN) has promoted the culture and assessment of nuclear security in Indonesia since 2010. After conducting a successful trial assessment in 2012, BATAN performed a second self-assessment in 2015 in three nuclear facilities. The assessment's methodology followed the guidelines set by the International Atomic Energy Agency (IAEA). The objective of this paper is to demonstrate the techniques used in applying the IAEA methodology and to discuss the primary outcomes of the assessment. The Affordable Care Act created the national insurance exchanges of qualified health plans to encourage a higher insured rate, larger risk pools, and lower prices for quality health coverage. Consolidation of insurers can have opposing effects. The insurers’ risk pools will grow, allowing insurers to better hedge for risk. However, consolidation decreases the prevalence of competition in the market, and past research shows that insurer consolidation decreases market competition and increases prices.
